The United States gives one foreign government a level of military and political support that mainstream debate almost never questions. That is worth pausing on regardless of what you think of the government in question, because the mechanism that made the support unquestionable was not a national vote. It was built, over generations, by named institutions and named people. This hub is where we document the evidence of how that mechanism was constructed and who maintains it, case by case, graded on its own record, no all-encompassing story. If you are a US citizen, this is your foreign policy. This hub is our attempt to show, with citations, how it got built.
What this hub is about
Foreign-policy positions do not usually become untouchable by accident. They become untouchable when religious sentiment, security calculation, and financial interest converge across enough years and enough administrations that no single person can be blamed for the outcome, and no single vote can undo it. This hub is about one such alignment, built before most living American voters were born, and it is not a hub with a finished thesis. It is a working record. Each investigation below is graded on its own evidence, not on what it implies about the state of Israel itself.
What follows is arranged in four clusters, ordered by how long the paper trail runs. The first documents the multi-decade structural build-up. The second documents a specific, named policy network that turned a memo written for a foreign government into US foreign policy. The third documents an adjacency record that has been heavily distorted into antisemitic hoax material, with the real reporting kept separate from the fabrications. The fourth is labelled open-question content and held apart from everything above it.
The pattern across all four clusters is convergence, not command. Religious sentiment, a security establishment that came to treat the relationship as strategic rather than moral, a domestic political consensus that treats criticism as professionally costly, and a specific policy network that reached senior office all pulled in the same direction over time. The result, at each identifiable inflection point, is less room for any single US president to condition support on the other government’s behavior. That construction, and who maintains it, is the story this hub documents.

Almost everything in the Long Arc cluster is on paper: the Balfour Declaration (Yale Avalon Project), Truman recognition papers (Truman Library), UN Security Council resolutions, federal budget records for foreign military financing, and the Israeli State Archives on the 1967 war planning. The Clean Break cluster is similarly documented: the memo itself (published by IASPS in July 1996), the Rebuilding America’s Defenses report (PNAC, September 2000), and the Downing Street Memo. Where a claim rests on a single reporter or a confidential source, the grade badge reflects that. The 9/11 adjacency cluster relies heavily on the 9/11 Commission’s public record, the 2005 DOJ Inspector General report on the Urban Moving Systems detention, and the contemporaneous Bergen Record reporting. Two of the four 9/11-adjacency claim families have been distorted into antisemitic memes; the hub explicitly flags the hoax versions.
We are not saying American Jews control American foreign policy. That framing is the exact move that turns structural critique into antisemitic conspiracy narrative, and it is empirically wrong: the aid architecture, the 1967 pivot, the 2001–2003 Iraq decision, and the 2024–2026 Gaza policy were made by a small number of named US officials, most of whom were not Jewish, in response to a specific policy environment they helped construct. The hub names those officials.
We are not saying the state of Israel directed 9/11 or was warned in advance. The two claim families that get flattened into that meme (the Urban Moving Systems detention and the Odigo instant-message warning) are documented in the record, but the record does not support the conclusion. The hoax that 4,000 Israelis were told to skip work at the World Trade Center is not just wrong; it is a defined and identifiable antisemitic fabrication.
We are not endorsing every entry in this section. The cluster is labelled as open-question content and each item is graded PURE SPECULATION where appropriate. Its purpose is to name the specific open questions that credible journalists have raised without making a case that any of those questions has a settled answer.
We are not saying the US-Israel alignment is only about Israel. From 1948 through the late 1960s, Washington read the Middle East primarily through Cold War geometry, and Israel became attractive as the region’s most militarily capable non-Arab, non-Soviet-aligned state. What we are tracking is a compounding relationship that deepened at identifiable inflection points, and that lost, at each inflection, the ability of a US president to condition support on Israeli behaviour.
This hub covers state action by the government of Israel, named intelligence services (Mossad, IDF Unit 8200), named companies, named US officials, and the multi-decade structural alignment between US policy and Israeli strategic preference. It is not a hub about Jewish people, and nothing here should be read, cited, or restated that way.
The pattern documented on this page is convergence, not command. Christian Zionist sentiment in the White House, an aid architecture built across nine administrations, a domestic political consensus that treats criticism of Israeli policy as costly, and a specific policy network that reached office in 2001 all pulled in the same direction. Treating that convergence as a hidden hand or a controlling lobby is the exact move that turns structural critique into antisemitic conspiracy narrative. We do not make that move. Two of the 9/11-era claim families here, the Urban Moving Systems detention and the Odigo message, have been flattened for years into antisemitic memes, most notoriously the debunked story that 4,000 Israelis were warned to skip work at the World Trade Center. We keep the underlying reporting because it is real and sourced. We identify the hoax versions as hoaxes.
And a further caveat, specific to the earliest decades: the US-Israel alignment in the 1950s and 1960s was also a Cold War calculation. After Nasser’s Egypt drifted toward the Soviet orbit and Arab nationalism was read in Washington as a Soviet opening, Israel became attractive as the region’s most militarily capable non-Arab, non-Soviet-aligned state. We are not arguing that Washington was “wholly owned” by Israeli influence from the beginning. We are tracking a compounding relationship that deepened at identifiable inflection points, and that lost, at each inflection, the ability of a US president to condition support on Israeli behavior.
The Thesis
A policy built across a century does not change in an election cycle. Once a foreign-policy position becomes untouchable, the people who built the untouchability rarely leave the room. They get replaced by the next generation of people with the same incentive to keep it that way.
That is a durable pattern, not a single actor’s achievement. Religious conviction supplies the earliest votes. A security establishment, once it decides an alignment is strategically useful, rarely revisits that judgment on its own. An aid relationship, once written into successive budgets by successive administrations, stops being treated as a question and starts being treated as a baseline. None of that requires a hidden hand. It only requires enough people, across enough decades, who benefit from the position staying fixed.
This hub traces that arc, not to suggest a single hand behind it, but because the pattern the record actually shows is more durable, and more consequential, than any one document could be on its own. What should alarm a US citizen is not any specific episode below. It is the general fact that a level of military and political support for a foreign government can become effectively permanent without ever being put to a national vote, and that the people who did the building are named, findable, and still active.
Convergence gets mistaken for a conspiracy, and vice versa.
Religious sentiment, security calculation, and financial interest do not need to coordinate to pull in the same direction for decades. When they do, the result looks orchestrated even when it is not, and the actual named actors who kept the alignment in place can hide inside that confusion.
Policy networks outlast the memos that make them famous.
A single strategy document gets the headline, but the network of officials who carry a position into government office is usually older than the document and outlasts it. The memo is a marker in the record, not the mechanism itself.
Proximity is not the same as complicity.
Documented closeness between a foreign government's institutions and a US event does not, by itself, establish that government's participation in that event. The evidence bar for facilitation is lower than the evidence bar for orchestration, and this hub keeps the two separate.
The Roster
The clusters below run in the order of their paper trail, deepest first. This is not a complete account of the alignment. It is what we have documented so far, graded on its own record, with the labelled open-question material held apart from everything resting on primary sources.
The Long Arc — Balfour to Oslo
Seven decades of documents, presidents, aid architecture, and diplomatic language that built the special relationship long before anyone wrote the words Clean Break. Every step of this cluster is on paper.
Nothing in this cluster rests on speculation. The Balfour Declaration is a published document. Truman’s recognition press release is a scanned original. UN Resolution 242 is a Security Council text. The aid figures are federal budget records. What runs through all of it is a pattern that no single administration invented and no single administration has been willing to unwind.
The Balfour Declaration and Wilson's endorsement (1917)
FACTOn November 2, 1917, British Foreign Secretary Arthur Balfour wrote to Lord Rothschild committing His Majesty's Government to 'view with favour the establishment in Palestine of a national home for the Jewish people.' President Woodrow Wilson endorsed the declaration, and the League of Nations later formalized British administrative power over Palestine under the Mandate. The Mandate text itself, in Article 2, assigns Britain responsibility for 'placing the country under such political, administrative and economic conditions as will secure the establishment of the Jewish national home.' This is where the American state first put weight behind the Zionist project, three decades before the state existed and before any organized American Jewish lobby of consequence.

Biltmore (1942) and the 1944 Democratic Party platform
FACTAt New York's Biltmore Hotel in May 1942, American Zionist leaders adopted a program that called for unrestricted Jewish immigration to Palestine and the establishment of Palestine as a 'Jewish Commonwealth.' The Biltmore Program itself invokes 'as stated by President Wilson' language, establishing a direct textual link between 1917 and 1942. Two years later, the 1944 Democratic Party platform adopted the identical position, calling for 'the opening of Palestine to unrestricted Jewish immigration and colonization' and a 'free and democratic Jewish commonwealth.' The revelation of Nazi atrocities in 1945 further shifted the center of political Zionism from London to Washington. Franklin Roosevelt wrote to King Ibn Saud in April 1945 promising no US action hostile to the Arab people, a commitment his successor did not honor.

Truman recognizes Israel, over his own State Department (May 14, 1948)
FACTOn May 14, 1948, eleven minutes after David Ben-Gurion declared the State of Israel, President Harry Truman announced US recognition of the provisional government. The decision came against sustained opposition from Secretary of State George Marshall, who reportedly told Truman that if he made this decision on political grounds, Marshall would vote against him in the next election. Truman recognized Israel anyway. Truman himself acknowledged biblical influence on his thinking, and his special counsel Clark Clifford later described a president who 'believed that in the Old Testament there were references to the fact that ultimately there would be a Jewish homeland.' Historians remain divided on how much weight to give religious motives versus humanitarian conviction and Cold War domestic politics, but the moment is the first in which a US president overrode his own foreign-policy bureaucracy on this specific question. It is not the last.

Eisenhower's 1957 Sinai ultimatum — the last time US leverage worked
FACTIn the aftermath of the 1956 Suez Crisis, President Dwight Eisenhower publicly demanded Israel withdraw from the Egyptian Sinai. When Israel resisted, Eisenhower threatened UN-backed sanctions, cutoff of private US assistance including tax-deductible donations and Israel Bonds purchases, and effective expulsion from the international community if compliance did not follow. In a February 20, 1957 televised address he asked, verbatim, whether a nation that attacks and occupies foreign territory 'in the face of United Nations disapproval' should be allowed to impose conditions on its own withdrawal. Israel withdrew on March 1, 1957. This is the last time in the seventy years documented on this hub that a US president successfully used coercive leverage to alter Israeli territorial behavior. After 1957, US pressure of this magnitude does not recur.

The Kennedy attempt — the last serious conditionality (1961–1963)
FACTPresident John F. Kennedy is the president most commonly associated with the 'special relationship' framing. In a private 1962 conversation with Foreign Minister Golda Meir, Kennedy used the phrase to describe the US-Israel bond, comparing it to the US-UK relationship, and President Carter later popularized the phrase publicly. What is often left out of the special-relationship story is what Kennedy was actually attempting. He tried to balance the emerging Israel relationship against a genuine outreach to the Arab world. He exchanged an estimated 91 letters with Egyptian President Gamal Abdel Nasser between 1961 and 1963, sent aid to Egypt, recognized the republican government in Yemen in December 1962 over Saudi and Jordanian objections, and consistently urged both Israel and its neighbors toward what his last letter to Nasser called relations 'founded on the basis of fruitful cooperation and mutual understanding.' On weapons, Kennedy authorized only defensive HAWK surface-to-air missiles in 1962; he did not approve any US offensive weapons system for Israel. On nuclear policy, Kennedy pressed harder than any US president has since: in a series of letters between May and July 1963, he demanded that Israel accept regular US inspections of the Dimona reactor and warned Prime Minister Levi Eshkol that US support for Israel would be 'seriously jeopardized' without them. Ben-Gurion resigned as prime minister on June 16, 1963, one month after Kennedy's May 18 letter. Kennedy was assassinated on November 22, 1963. His policy of balancing US-Israel ties with maintaining Arab relationships, and of conditioning weapons and support on Israeli nuclear transparency, was the last serious attempt by any US administration to do either.

The Johnson pivot — what changed after November 22
FACTLyndon B. Johnson was already, before becoming president, the most pro-Israel senior US politician of his era. As a senator from 1948 forward, he supported every US aid package to Israel. During the 1956 Suez Crisis, he pressed President Eisenhower not to sanction Israel over its refusal to withdraw from the Sinai, and, as Senate Majority Leader, he opposed sanctions on the floor. The Tel Aviv University study of the LBJ presidential tapes opens with the assessment that 'in many ways, Lyndon Johnson can be regarded as the U.S. President most favorably disposed toward Israel.' What Kennedy's death did was not create a shift in Washington's disposition toward Israel; it removed the one constraint that had been actively pressing against it. The peer-reviewed academic literature on the Israeli nuclear program (Oxford chapter by Avner Cohen and colleagues) states directly that 'the Johnson administration abandoned Kennedy's demands for inspections of the Dimona reactor and instead sold M-48 tanks, A-4 Skyhawks, and later F-4 Phantoms to bolster Israel's defenses.' The Kennedy-Nasser 91-letter channel died with Kennedy; no comparable Johnson-Nasser correspondence exists. The delta between the two administrations, on every measurable dimension of the US-Israel relationship, is the largest single-administration shift in the 79-year arc this hub covers.

The Nixon-Meir deal — the last piece of Dimona pressure ends (1969)
FACTOn September 26, 1969, President Richard Nixon and Israeli Prime Minister Golda Meir met privately in Washington. No written record of the conversation survives. What survives is the policy that emerged from it: the United States would stop pressing Israel to sign the Non-Proliferation Treaty, stop demanding inspections of the Dimona reactor, and accept an Israeli pledge to keep its nuclear weapons undeclared and untested. In April 2006, the National Security Archive published thirty declassified US government documents reconstructing the internal Nixon administration debate that produced this understanding. Senior officials, including Defense Secretary Melvin Laird and Deputy Secretary of State Elliot Richardson, had recommended confronting Israel; Nixon overruled them. The 1969 understanding is what closes out the Kennedy-era conditionality architecture entirely. Kennedy tried to condition the relationship on inspections and lost the fight. Johnson kept the inspection ritual but drained it of leverage. Nixon retired the inspection regime formally in the first year of his presidency and replaced it with what became known as the policy of nuclear ambiguity. Every subsequent US administration has continued that policy.

The 1967 pivot — from moral cause to strategic asset
FACTIn six days in June 1967, Israel defeated the combined forces of Egypt, Syria, and Jordan and occupied the West Bank, East Jerusalem, the Gaza Strip, the Sinai, and the Golan Heights. President Lyndon Johnson subsequently supplied advanced offensive weaponry and, in November 1967, endorsed UN Security Council Resolution 242, which conditioned Israeli withdrawal on Arab states' recognition of, and peace treaties with, Israel. The 1967 inflection is documented from two independent bodies of scholarship. On the identity side, University of Chicago historian Peter Novick, in The Holocaust in American Life, and Deborah Dash Moore's Oxford University Press chapter 'The Six Day War and American Jewish Life,' establish that the June 1967 war restructured American Jewish political identity around Israel as its central pillar, in ways that had not existed before. On the policy side, the Congressional Research Service's report on U.S. Foreign Aid to Israel documents that Johnson's 1968 approval of the F-4 Phantom II sale 'established the precedent for U.S. support for Israel's qualitative military edge over its neighbors' and that annual aid volume increased sharply from a 1949-1965 baseline of about $63 million per year. Read in the long arc, 1967 is the largest single external inflection in the record: the moment a moral and religious relationship becomes a strategic and structural one, and the moment the diplomatic template of 'withdrawal conditional on recognition' begins its half-century of unfulfilled promise.

The aid baseline — Nixon (1973) through today
FACTPresident Richard Nixon massively increased military and economic aid to Israel following the 1973 Arab-Israeli War, and annual US aid packages became routine rather than crisis-driven from that point forward. Per PolitiFact, drawing on USAFacts, the Council on Foreign Relations, and CSIS, US aid to Israel has averaged $3 billion to $4 billion per year in recent decades, with cumulative aid since World War II totaling approximately $318 billion in inflation-adjusted terms. President Carter's 1979 Egyptian-Israeli peace treaty was the last major US diplomatic intervention that produced a durable regional settlement between Israel and an Arab state on the basis of territorial withdrawal. After 1979, the aid architecture continued to grow while the diplomatic architecture stalled.

Reagan formalizes — the treaty and trade architecture (1981–1987)
FACTUnder President Ronald Reagan, the US-Israel relationship shifted from ambient support to formal treaty and trade infrastructure. In February 1981, Reagan publicly refused to characterize Israeli West Bank settlements as illegal, reversing the position of prior administrations. In 1985, the United States and Israel entered into the US-Israel Free Trade Agreement, which USTR confirms was America's first bilateral FTA of any kind. In February 1987, Reagan announced Israel's designation as a major non-NATO ally, formalized in a December 1987 Memorandum of Understanding. By the end of the Reagan years, US support for Israel had been converted into treaty-grade infrastructure that no longer required annual political re-justification and that no subsequent administration has substantially unwound.

Clinton, Oslo, and 'Israel's Lawyer' (1993–2005)
FACTPresident Bill Clinton brokered the 1993 Oslo Accords, under which Israel agreed to withdraw from areas in the West Bank and Gaza Strip and cede limited control to a new political entity, the Palestinian Authority. A permanent Israeli-Palestinian settlement never followed. In 2005, Aaron David Miller, a former State Department Middle East negotiator across multiple administrations, published an op-ed in the Washington Post titled 'Israel's Lawyer,' explicitly describing the US negotiating posture during his own career as effectively representing Israeli interests rather than mediating between two parties. Miller's self-criticism is not narrowly Clinton-specific, spanning 'many American officials' over 'far too long,' but it is the clearest on-record admission from a senior US negotiator that the 'honest broker' framing did not describe the reality of US behavior.

Bush 43, the 2006 Hamas election, and the covert reversal
PROBABLY TRUEIn June 2002, President George W. Bush publicly called on Palestinians to elect new leaders and build a practicing democracy. In 2005 and 2006 his administration pushed for Palestinian legislative elections, endorsed Hamas participation, and, per John Judis writing in The New Republic, expected Fatah to win. When Hamas won in January 2006 and formed a government, the administration reversed course: refused to engage the elected government, imposed sanctions on the Palestinian Authority, and, according to a 2008 David Rose investigation in Vanity Fair based on leaked confidential documents corroborated by US and Palestinian sources, backed a covert plan to provoke a Palestinian civil war implemented by Secretary of State Condoleezza Rice and Deputy National Security Adviser Elliott Abrams. The ten items in this cluster describe a pattern the record actually shows: religious sentiment in 1917 becoming state endorsement in 1948, becoming strategic partnership in 1967, becoming treaty and trade architecture by 1987, becoming unbrokered diplomacy by 2005, becoming covert regime-influence operations by 2007. No single administration invented this pattern. None has been willing to unwind it. The next cluster describes what happened when a specific ideological network, working from a 1996 memo, reached the offices needed to graft a much more aggressive regional agenda onto the infrastructure the previous seventy years had built.
The Named Operation — Clean Break to Midnight Hammer
What Cluster 01 supplied was infrastructure. What Cluster 02 supplies is authors, offices, and a documented policy chain of custody from a 1996 memo written for a foreign prime minister to a US strike on Iranian nuclear facilities in 2025.
The alignment Cluster 01 describes did not require any one document to persist. It is a hundred-year structural pattern. What Cluster 02 describes is different in kind. Here a small group of named people wrote a specific regional-war strategy for a foreign prime minister in 1996, formed a think tank around it in 1997, published a follow-on force-posture document in 2000, entered the offices needed to execute it in January 2001, seized on a catalyzing event in September 2001, manufactured an intelligence case in 2002 and 2003, launched a war in 2003, and, a quarter-century later, closed the loop with US strikes on Iran in June 2025. This is the moment the long structural alignment becomes legible, attributable, and traceable to a short list of names.
A Clean Break — Perle, Feith, Wurmser, and IASPS (1996)
FACTA study group at the Institute for Advanced Strategic and Political Studies (IASPS), led by Richard Perle, delivered a strategy paper to incoming Israeli PM Benjamin Netanyahu in June 1996. Its named participants included Perle, James Colbert (JINSA), Charles Fairbanks (Johns Hopkins SAIS), Douglas Feith, Jonathan Torop (WINEP), David Wurmser (IASPS), and Meyrav Wurmser. The paper recommended, verbatim, 'removing Saddam Hussein from power in Iraq — an important Israeli strategic objective in its own right — as a means of foiling Syria's regional ambitions.' Feith has since publicly denied co-authorship (he says Wurmser was principal author) while remaining a named participant on the document itself. Both facts are on the record.

FACTThe Project for the New American Century published a 90-page force-posture paper in September 2000. Co-chaired by Donald Kagan and Gary Schmitt, its named participants included Paul Wolfowitz, I. Lewis Libby, Eliot Cohen, Robert Kagan, and Dov Zakheim. On page 51, describing the slow peacetime pace of military modernization, the paper contains the exact line: 'the process of transformation, even if it brings revolutionary change, is likely to be a long one, absent some catastrophic and catalyzing event — like a new Pearl Harbor.' That line is real. It is also frequently ripped from its context (a budget argument about the F-22 and carrier aviation) and misrepresented as a plan for 9/11. It is not that. It is a documented statement, written a year before 9/11, that this network believed a catalyzing event would be required to move policy in the direction they wanted moved.

From Clean Break to Bush Cabinet — the personnel overlap
FACTOf the 25 PNAC founding-statement signatories, ten entered the Bush 43 administration, including Cheney (VP), Rumsfeld (SecDef), Wolfowitz (Deputy SecDef), Abrams (NSC), Zoellick (USTR), Khalilzad (Ambassador), and Libby (Cheney Chief of Staff). Perle, Bolton, and Feith entered the administration despite not being 1997 co-signers. Bolton served as a PNAC Director. Perle chaired the Defense Policy Board. Feith ran Policy at the Pentagon. Wurmser worked directly for Cheney. This is the strongest sourced pattern in the entire hub: a small group with formal advisory relationships to pro-Israel institutions (JINSA, IASPS, WINEP) before holding office, then occupying the exact US executive-branch offices needed to convert their 1996 blueprint into 2003 US policy.
The Office of Special Plans and the manufactured WMD case
FACTBetween September 2002 and June 2003, Wolfowitz and Feith created a parallel intelligence shop inside the Pentagon called the Office of Special Plans. A February 2007 Department of Defense Inspector General report found the OSP 'developed, produced, and then disseminated alternative intelligence assessments on the Iraq and al Qaida relationship, which included some conclusions that were inconsistent with the consensus of the Intelligence Community.' The OSP relied on Ahmed Chalabi's Iraqi National Congress, whose informant 'Curveball' (Rafid Ahmed Alwan al-Janabi) later admitted to the Guardian that he had fabricated the mobile-bioweapons-lab claims Colin Powell used at the United Nations. General Tommy Franks, who ran the invasion, is on the record calling Feith 'the dumbest fucking guy on the planet.'

FBI counterintelligence questioning of Wurmser, Feith, Wolfowitz, and Rhode (2004)
FACTOn September 4, 2004, the Washington Post reported the FBI had questioned Douglas Feith, Paul Wolfowitz, David Wurmser, and Harold Rhode about the passing of classified information to Ahmed Chalabi and/or to AIPAC. None of those four were charged. A separate, adjudicated case in the same period saw an OSP hire, Larry Franklin, convicted, along with AIPAC's Steven Rosen and Keith Weissman, for passing classified information to an Israeli diplomat. The distinction between 'questioned, not charged' and 'tried and convicted' matters. We report both, we do not conflate them, and we do not treat non-prosecution as exoneration or prosecution of one person as proof against another.
Netanyahu's own words — 2001 New York Times, 2002 Congress, 2008 Bar-Ilan
FACTOn September 11, 2001, Netanyahu — then a former and future prime minister — was reached by New York Times reporter James Bennet for reaction. Asked what the attack meant for U.S.-Israel relations, he said, verbatim, 'It's very good,' then edited himself: 'Well, not very good, but it will generate immediate sympathy.' On September 12, 2002, he testified before the House Government Reform Committee, arguing for the removal of Saddam Hussein. The 2025-26 loop — Operation Midnight Hammer and Mike Waltz
FACTTrump campaigned in 2024 on avoiding 'new wars.' On June 22, 2025, he ordered US strikes on Iranian nuclear facilities at Fordow, Natanz, and Esfahan in an operation the Pentagon named Midnight Hammer. Defense Secretary Pete Hegseth called it 'the most complex and secretive military operation in history.' Six weeks before the strikes, National Security Adviser Mike Waltz was fired. The Washington Post, corroborated by the Times of Israel, reported Waltz had 'appeared to have coordinated closely with Netanyahu regarding military strategies against Iran ahead of the meeting with Trump,' pushing Trump toward military action he was not ready for. Rubio replaced Waltz on an interim basis while remaining Secretary of State — an unusual dual role. Netanyahu publicly denied the 'intense coordination' characterization.

The through-line, on the record: a policy paper for a foreign prime minister in 1996, a think tank in 1997, a force-posture document in 2000, a catalyzing event in 2001, a manufactured intelligence case in 2002 and 2003, a war in 2003, and a strike on Iran in 2025, with the National Security Adviser fired for coordinating with Netanyahu on the way in. Every step of that sequence is documented. What none of it proves is that any of these people participated in the 2001 catalyst. It proves they were prepared for it. This is not a claim that Israel carried out 9/11. The record does not support that claim, and the people who push it are not people this site stands with. The record does contain a set of documented proximities between Israeli intelligence-linked infrastructure and the events of that day. Those proximities are real and specific, and the public record never fully resolved them. Grade each item on its own evidence. Do not pool the smoke into a story it cannot support.
Urban Moving Systems and the five Israelis on the roof
PROBABLY TRUEFive Israeli nationals — Sivan Kurzberg, Paul Kurzberg, Yaron Shmuel, Oded Ellner, and Omer Marmari — were stopped by Bergen County, NJ police roughly eight hours after the first plane hit, driving a white Urban Moving Systems van. A witness had reported seeing men on the van's roof photographing themselves with the burning towers, appearing to celebrate. Police found $4,700 in a sock, a box cutter, and multiple passports. The men were held for 71 days on FCI protocols and deported for visa violations, never charged with anything related to 9/11. Company owner Dominik Suter left for Israel before a second FBI interview; the Weehawken warehouse was abandoned with computers and hard drives left behind. Former CIA counterterrorism chief Vincent Cannistraro told ABC's 20/20 on camera that investigators believed the company was an Israeli intelligence front surveilling Muslim charities. Israel's foreign ministry called the story 'simply false.' The FBI's own finding: no evidence of advance knowledge of 9/11. The Mossad-front assessment is real reporting from named and unnamed U.S. intelligence officials, not a declassified document.

SOME SMOKEA June 2001 memo from the DEA's Office of Security Programs — three months before 9/11 — reported more than 120 young Israeli nationals, posing as art students selling paintings, repeatedly and 'seemingly inexplicably' attempting to gain entry to DEA offices and other federal buildings, with the heaviest concentration in Florida. Many had backgrounds as intelligence or signals-intercept officers in the Israeli military. Named individuals with addresses close to hijacker addresses: Hanan Serfaty (former IDF intelligence, apartments 1,800-2,700 feet from Mohamed Atta), Michael Calmanovic (Israeli electronic intercept operator, mail drop 1,000 feet from a Dallas apartment tied to an FBI terror suspect), Tomer Ben Dor (employee of Israeli wiretap firm NICE Systems, caught at DFW with a printout referencing 'DEA Groups'). The Justice Department publicly attributed the theory to one aggrieved DEA agent. The memo's own author could not determine a purpose.
The Odigo instant-messaging warning
FACTTwo Odigo employees, working in the Israeli company's Herzliya (Tel Aviv area) office — not New York — received a threatening electronic message about two hours before the first plane hit, warning 'something big' would happen. The message did not name the World Trade Center, New York, or any target. Per the Washington Post, the message ended with an antisemitic slur, which is a fact that argues against, not for, an 'Israeli insider warning' reading. Odigo confirmed the incident to Ha'aretz and Washington Post, gave the sender's IP to the FBI, and the sender was reportedly never identified. The wildly viral '4,000 Israelis warned to skip work at the WTC' story is a separate and factually unrelated hoax that conflates the two-person Odigo story with a September 12, 2001 Jerusalem Post missing-persons list of 4,000 Israelis whose families could not reach them after the attacks.
Mossad's August 2001 warning to CIA
PROBABLY TRUEThe Sunday Telegraph reported on September 16, 2001 that two senior Mossad officers had traveled to Washington in August 2001 to warn the CIA and FBI of a terrorist cell preparing 'a big operation' linked to Osama bin Laden, with no specific target. Der Spiegel later reported (October 1, 2002) that on August 23, 2001, Mossad handed the CIA a list of 19 suspected terrorists in the U.S., of whom at least four — Mohamed Atta, Marwan al-Shehhi, Khalid al-Mihdhar, and Nawaf al-Hazmi — were later confirmed 9/11 hijackers. The LA Times ran a more dramatic '200 terrorists, major assault' version and retracted it the next day when the CIA called it 'complete and utter nonsense' and the paper's source admitted his information had come from the British Telegraph. The warning we grade PROBABLY TRUE is the vague, general one that reached the CIA alongside comparable non-specific warnings from Jordan, Egypt, France, Germany, and the UK. It is not the retracted 'imminent major assault' version.

Carl Cameron's December 2001 Fox News four-part investigation and a 2008 CounterPunch follow-up by Christopher Ketcham reported a specific FBI probe (beginning 1997) into an Israeli Amdocs employee allegedly gaining access to FBI 'black lines' for wiretapping, and internal DEA memos (Heidi Raffanello, December 18, 2001) expressing unresolved concern that Comverse's 'remote maintenance' access to DEA wiretap equipment had not been properly vetted. Larry Silverstein and the WTC lease
PROBABLY TRUESilverstein signed a 99-year lease on the Twin Towers, Building 4, Building 5, and retail space on July 24, 2001 — about seven weeks before the attacks — with $14 million of his own money in a consortium with Westfield America. The ceiling reading — a hundred-year convergence, not a lobby
PURE SPECULATIONAmerican support for a Jewish national home in Palestine originated as a genuinely independent current in US politics, rooted in Protestant restorationist theology and a party-political consensus that predates any organized Jewish-American lobby of consequence. That current then became progressively institutionalized, not by capture, but by convergence. After 1967, three previously separate constituencies (Christian Zionist religious sentiment; a newly assertive American Jewish political identity for which Israel became existentially central; and a Cold War security establishment that had found in Israel a reliable regional client) began pulling in the same direction at the same time. The result was a US policy apparatus that, again and again across parties, treated Israeli security and territorial preferences as the fixed variable and Palestinian rights, Arab-state relationships, and even US regional credibility as the negotiable ones.
This is not one lobby steering one government. It is a multi-decade alignment of religious sentiment, ethnic-political identity, and strategic calculation that has made Palestinian subordination the default setting of US policy rather than its stated goal in any given administration. That is a darker story than “AIPAC did it,” not a lighter one: it means the alignment does not depend on any one lobby, document, or administration to persist, and would likely survive the disappearance of all three.
The Dallas question — was it a big connected club?
PURE SPECULATIONThis is the darkest reading of the 1963 succession, and it is speculation. The fact-checker record establishes what changed after November 22, 1963: Dimona conditionality collapsed, the Nasser channel died, offensive weapons started flowing, and the aid architecture that defines the modern relationship got built on Johnson’s watch. The record does not establish who, if anyone, wanted that succession to happen or helped it along. The question this section raises is whether the factions that benefited from Dallas were as separate as the official story requires them to be.
Start with the one official finding. In 1979, the House Select Committee on Assassinations concluded that Kennedy was “probably assassinated as a result of a conspiracy”, and identified New Orleans mob boss Carlos Marcello and Tampa boss Santo Trafficante as the most plausible organized-crime figures with motive, means, and opportunity. That is the ceiling of the official record. Everything below is what fits inside that ceiling if you take the CIA-Mossad and CIA-mob operational histories seriously.
The CIA is the hub, not a peer. David Talbot’s The Devil’s Chessboard reconstructs Allen Dulles’s post-firing network: counterintelligence chief James Jesus Angleton, William Harvey (the CIA officer Kennedy had personally ordered off the Castro assassination portfolio), and a bench of Cuba operations veterans whose careers Kennedy had publicly threatened. Kennedy’s post-Bay-of-Pigs vow to “splinter the CIA in a thousand pieces and scatter it to the winds” is on the record. So is E. Howard Hunt’s deathbed statement to his son naming Harvey and other agency figures as participants in a plot he called “the big event.” Hunt’s credibility is what it is. The point is that the CIA is the one institution with documented operational reach into every other faction that shows up in the Dallas literature.
The CIA-mob linkage is fact. The Church Committee documented in its 1975 interim report on assassination plots that the CIA’s ZR/RIFLE program contracted Chicago boss Sam Giancana, Trafficante, and Johnny Roselli to help attempt the murder of Fidel Castro. This is not a speculative connection. It is a Senate finding. The same organized-crime figures the HSCA later flagged as Dallas suspects were already, by 1963, on operational terms with the CIA’s executive-action shop.
The CIA-Mossad linkage is fact. Angleton ran the CIA’s Israel account for roughly two decades while simultaneously serving as chief of counterintelligence, a dual portfolio no other foreign-country desk officer held. The Oswald counterintelligence file, the one thing counterintelligence existed to handle, was mishandled on Angleton’s watch before Dallas. Whitney Webb’s One Nation Under Blackmail reconstructs the deeper operational history connecting US intelligence to what she calls the National Crime Syndicate going back to WWII, including the mob’s wartime work with the Office of Naval Intelligence and OSS that Talbot independently documents.
The mob-Israel linkage is fact, at the personal level. Meyer Lansky, the National Crime Syndicate’s financial architect, applied for Israeli citizenship under the Law of Return in 1970 after losing his Havana casino empire to Castro. Israel ultimately refused and expelled him in 1972, which is what the record establishes. What the record does not establish is who inside Israel had been willing to entertain the application in the first place, or what Lansky’s pre-1970 operational relationships with Israeli institutions had actually been.
The cui bono anchor. After November 22, the three actors this reading names each got what a rational version of them would have wanted. Israel got Dimona left alone, the Nasser channel closed, and the offensive-weapons pipeline the following administration opened. The CIA got out from under a president who had publicly threatened to dismantle it and privately fired Dulles, Bissell, and Cabell. The mob got the Kennedy Justice Department crackdown, which Robert Kennedy had been personally driving, effectively suspended when RFK lost the attorney generalship in 1964 and Johnson’s DOJ let the pressure decompress. Three separate motives, one shared beneficiary event, and pre-existing operational relationships among all three actors before the event occurred.
The question this record raises, and does not answer, is whether the CIA had help from its old wartime partners in organized crime and its long-standing liaison partner in Israeli intelligence. It is a question the HSCA opened in 1979 and never got to close. The Angleton dual-role problem, the ZR/RIFLE roster, the Hunt confession, and the Lansky-Israel episode are each individually documented. Whether they add up to a coordinated operation or to three parallel institutional interests that happened to converge on the same beneficiary event is the actual open question, and honest speculation has to leave it open.
One thing this section is not doing: it is not claiming Israel killed Kennedy. Whitney Webb does not make that claim; Talbot does not make that claim; the HSCA did not make that claim. What all three establish, in different registers, is that by 1963 the CIA had operational relationships with both organized crime and Israeli intelligence, and that Kennedy had, in different ways, made himself a problem for each of them. The rest is interpretation, and it is marked as interpretation.
The Dulles-Nixon lineage — same network, six years later, cashes the Dimona check
PURE SPECULATIONIf the Dallas question above is the darkest reading of what changed in November 1963, the Nixon-Meir deal of September 1969 is the moment that reading gets its cleanest circumstantial payoff. This block does not claim causation. It documents the personnel continuity between the network Kennedy had tried to dismantle and the network that six years later formally retired the Dimona inspection regime the Kennedy administration had built.
Dulles and Nixon were personal and political allies through the entire Eisenhower era. As Vice President, Nixon sat on the National Security Council that received Dulles’s CIA briefings. Nixon was, in the words of a UNC Kennedy School case study, plausibly the originator of the idea to use Cuban exiles against Castro that Dulles then developed into the Bay of Pigs plan. When the Bay of Pigs failed under Kennedy and Dulles was forced out, Stephen Kinzer documents in The Brothers that Dulles went to Richard Nixon’s house in the immediate aftermath and Nixon poured him a drink. Nixon’s later dispute with Dulles over the 1960 campaign briefings, documented in the CIA’s own declassified files, was a family fight, not a schism.
Angleton kept his job across all three administrations. The counterintelligence chief who ran the CIA’s Israel account for twenty years was appointed by Dulles in 1954, retained by Helms under Johnson, and retained again by Helms and then Schlesinger and Colby under Nixon. He was not removed until December 1974, four months after Nixon’s resignation, when Colby finally forced him out following the New York Times exposure of CIA domestic surveillance. The same officer who had held the Israel portfolio during Kennedy’s attempted conditionality fight was still holding it when Nixon and Meir buried that conditionality for good.
What Nixon actually did in 1969. On September 26, 1969, Nixon met Meir alone. His own Defense Secretary Melvin Laird and Deputy Secretary of State Elliot Richardson had recommended, in writing, that the United States confront Israel and demand NPT accession or, at minimum, meaningful inspections. The National Security Archive’s 2006 declassification of thirty documents from that debate shows the internal case for pressure was fully made and fully overruled. Nixon accepted the Israeli pledge of undeclared non-testing and stood down. In exchange, Israel promised to continue doing exactly what it had been doing since Ben-Gurion built Dimona: keep possession of the bomb and refuse to say so.
The trade Nixon accepted was not symmetrical. The United States gave up an inspection regime the Kennedy administration had built through sustained presidential pressure, letters between Kennedy and Ben-Gurion, and public conditionality. In return, Israel agreed to keep hiding what US inspectors had already been unable to find. Israeli engineers had, per the historical record, physically built false walls and a mock control room to conceal the plutonium reprocessing plant during the earlier Kennedy-era inspections. Nixon’s 1969 deal formally accepted that concealment as the terms of the relationship going forward. The concession was structural, permanent, and one-sided.
The lineage is not proof. The lineage is the question. Nixon owed Dulles nothing on paper. Dulles died in January 1969, eight months before the Meir meeting. But the network Dulles had built and Kennedy had tried to break was intact under Nixon in a way it never had been under Kennedy or Johnson. The same counterintelligence chief was still running the Israel account. The same Cuba operations veterans were still in the building. The same policy Kennedy had died trying to reverse got formally ratified in the first year of Nixon’s presidency, by a president who had been Dulles’s political ally since the early 1950s. Whether that is coincidence, ideological continuity of the Cold War national security consensus, or something more coordinated is the exact question the record does not close.
Restating what this block is not: it is not evidence that Nixon was compromised by the CIA, or that the Nixon-Meir deal was quid pro quo for anything that happened in 1963. It is a documented six-year arc in which the exact policy Kennedy tried to enforce died with him, drifted under Johnson, and was retired by his old CIA rival’s closest surviving Republican ally. The pattern is real; the causal claim is speculative; the two should not be confused.

What Cluster 02 adds on top of Cluster 01
PURE SPECULATIONWhat Cluster 02 supplies, on top of the structural alignment Cluster 01 documents, is not evidence of operational orchestration by any Israeli actor. It is something narrower and more precisely accountable: a documented policy motive with a five-year head start on the catalyzing event. The Clean Break authors, the PNAC signatories, and the senior Bush-era Iraq War policymakers overlap on paper. Their shared strategic interest in US military removal of Saddam Hussein and a broader reshaping of the region predates the attacks by half a decade. The speculative leap of treating shared motive and pre-existing policy blueprints as evidence of foreknowledge or facilitation of the operational 9/11 attack is a leap the public record does not support. We flag it here precisely because it is the leap a suspicious reader is most likely to want to make, and we are telling that reader in advance that we are not making it with them.
The honest read of Cluster 02 is that a small ideological network exploited the infrastructure Cluster 01 describes. A memo like Clean Break, written in 1958, would have had nowhere to go. Written in 1996, it had somewhere to go because seventy years of prior alignment had already built the offices, the aid baseline, and the political consensus a Likud-adjacent US regional strategy needed to survive. That is a story about opportunistic authorship on top of ambient structure. It is not a story about a foreign state writing US policy.
Facilitation, not orchestration — the 9/11 ceiling
PURE SPECULATIONOn the 9/11 record specifically, the scariest reading the public evidence honestly supports is facilitation, not orchestration. Under this reading, fragments of Israeli intelligence (Mossad and IDF Unit 8200-trained personnel operating commercially), residual organized-crime networks with historic Israel ties, and rogue or compromised individuals inside U.S. intelligence had overlapping situational awareness of the attack in advance, did not escalate warnings through normal channels with the urgency the specifics warranted, and after the attacks took steps (early deportations, quiet case closures, tight FCI protocols) that a suspicious reading interprets as protecting sources and methods rather than protecting the public. The ceiling of this reading is foreknowledge that was not fully acted on, under-warning by design, and post-hoc handling that served institutional self-protection. It stops well short of claiming any of these actors built the plot, funded it, or executed it. The Mossad-to-CIA warning record cuts against orchestration rather than for it: a state actor engineering an attack would not simultaneously deliver a real if imperfect warning to the target’s intelligence service weeks beforehand.
Three questions this record does not answer
PURE SPECULATIONWhere interpretation runs out and speculation is forced to stop: first, whether the post-1967 shift in American Jewish political identity was a cause of the strategic-asset reframing or a consequence of it. The record shows both arriving together. It does not show which drove which. Second, how much of the unconditional character of US support reflects genuine strategic calculation versus domestic political cost-avoidance. The record shows both operating, but does not let us weight them against each other for any given decision. Third, whether the Clean Break network’s 2001-2003 access represents the success of a decades-long project of influence-building or an opportunistic alignment between a small ideological faction and a post-9/11 political moment that could have gone differently. The record establishes the personnel and the document. It does not adjudicate the counterfactual.
Prestige 'liberal' media & Israel
This is not 'these outlets are Israeli assets.' It is a disclosed-record, conflict-of-interest media-ethics story: two pillars of prestige liberal journalism carry unusually direct entanglements with the Israeli occupation that sit in tension with their institutional self-image. We grade the documented record, not motive.
Two species of entanglement, kept separate on purpose. The first is self-confessed conduct: the editor-in-chief of The Atlantic served as an IDF prison guard during the First Intifada and, in his own 2006 memoir, describes witnessing an abuse and lying to cover it. The second is an institutional footprint: the New York Times Jerusalem bureau sits in a Qatamon building on land taken from a Palestinian refugee family in 1948. The first is anchored to a living person’s own published words, so we hold it to exactly those words and nothing more. The second has a contested strong framing, so we hold it to the narrow version a former bureau chief has not been able to dispute. We do not read motive into either, and we drop the “admiration for authoritarian lands” speculation entirely: it is not in the record.
Jeffrey Goldberg served as an IDF prison guard at Ketziot
FACTJeffrey Goldberg, editor-in-chief of The Atlantic since 2016, was born in the United States, emigrated to Israel, volunteered for the Israel Defense Forces, and served as a military policeman guarding Palestinian detainees at the Ketziot detention camp (also known as Ansar III) during the First Intifada. This is not contested reporting drawn from adversaries: Goldberg documents it himself in his 2006 memoir Prisoners: A Muslim and a Jew Across the Middle East Divide. The relevance is a straightforward disclosure question — the man who runs a flagship 'liberal' American magazine spent part of his adulthood as a guard inside the occupation's detention system, a biographical fact his outlet's coverage of the region rarely surfaces. Goldberg has never disavowed the memoir; the account below is his own, and this hub's characterization of it is confined to what he wrote.

The New York Times Jerusalem bureau and the Nakba-expropriated Karmi land
SOME SMOKEThe New York Times's Jerusalem bureau residence sits in the Qatamon neighborhood of West Jerusalem, on land tied to the Karmi family — Palestinian refugees expelled in 1948 and barred from returning, as recounted in Ghada Karmi's memoir In Search of Fatima. That land history is documented. The strong framing that circulates online — that 'the NYT bought a stolen Palestinian home' — is what we grade SOME SMOKE, and we do not assert it. Former bureau chief Steven Erlanger has rebutted it directly: he says the Times unit is a two-story structure built on top of the original Karmi house in the 1960s, legally separate, that Times staff do not live in the original home (an Israeli family does), and that by some accounts the paper rents rather than owns. The defensible, Erlanger-proof version is the only one we publish: the Times's Jerusalem bureau is housed in a Qatamon building on land taken from a Palestinian refugee family in 1948 — a Nakba context the paper minimizes but has not disputed.

The Goldberg thread is a disclosure-and-biography question anchored entirely to his own memoir; the Times thread is a real land history whose strongest online framing does not survive the paper’s own rebuttal, so we publish only the version that does. Both are here for the same reason: prestige liberal journalism is not exempt from the conflict-of-interest scrutiny it applies to everyone else.
Bipartisan complicity — Biden's arms & red lines
This cluster exists so the Israeli-influence story does not read as a Trump or GOP phenomenon. The defensible spine is documented decisions: red lines the Biden White House stated and then abandoned, an arms-law finding its own State Department made and then shelved, weapons that kept flowing throughout. We grade what the administration decided and declined to do, not how its alumni now characterize it.
The through-line is a sequence of stated limits that were drawn and then dropped while the weapons kept moving. Each item below is the administration’s own decision on the record. The ex-officials’ retrospective “we tried, and it was Trump who let it expand” narrative is graded separately and held out of the spine, because it is self-exculpatory positioning by the people who ran the policy.
NSM-20: the humanitarian-law finding made, then no suspension
FACTNational Security Memorandum 20 required the State Department to assess whether recipients of US weapons were complying with the laws of war. On Israel, State concluded it was 'reasonable to assess' that US weapons had been used in ways inconsistent with international humanitarian law — and then ruled the evidence insufficient to trigger a suspension of aid. The finding was made and not acted on. This is the core self-indictment of the Biden-era record: the administration's own process reached the threshold question and its own conclusion declined to answer it.
The Rafah red line — drawn explicitly, then erased
FACTBiden set an explicit, public red line on a Rafah ground operation, telling CNN that if Israeli forces went into Rafah he would stop supplying the weapons used there, and warning against an operation launched 'without an executable plan' to protect the more than one million Palestinians sheltering in the city. The operation proceeded anyway. The weapons continued. The red line was stated in the president's own voice and then not enforced.

The 2,000-lb bomb pause, then 500-lb bombs resumed
FACTThe one concrete arms restriction the administration imposed was a pause on the delivery of 2,000-pound bombs, on the stated concern about their use in densely populated Gaza. After rejecting a broader suspension, the administration then approved subsequent shipments of 500-pound bombs. The single documented limit was narrow, and the flow of munitions resumed around it.
The World Central Kitchen strike, and an aid concession Netanyahu publicly denied
FACTAfter the April 1, 2024 Israeli strike that killed seven World Central Kitchen aid workers, Biden threatened to reconsider US engagement and secured Netanyahu's agreement to allow limited humanitarian aid through the Rafah crossing. Netanyahu then publicly denied having agreed to allow it. The episode is on the record as a case where the leverage produced a concession that the Israeli prime minister immediately disowned in public — a pattern of pressure applied and then undercut.
The US directly defended Israel; Israel repeatedly blindsided Washington
FACTIn April and again in October 2024, US forces actively defended Israel against Iranian missile and drone strikes. Yet Israel repeatedly acted without warning its principal defender: in September 2024 the Hezbollah pager attacks and the assassination of Hezbollah leader Hassan Nasrallah — the latter roughly two days after a US-backed ceasefire call — were carried out without notifying the United States. The asymmetry is documented: Washington absorbed the risk of defending Israel while being kept in the dark on the operations that raised that risk.
'Moral hazard' and 'house money' — how the officials themselves described it
PROBABLY TRUENamed former officials have characterized the dynamic in strikingly candid terms, attributed on the record. Philip Gordon, former national security adviser to Vice President Harris, said unconditional US backing created a 'moral hazard' — the Israelis knew the US would defend them regardless, so American advice carried no weight. Former Defense Secretary Lloyd Austin described Netanyahu as a gambler 'playing with house money.' Jake Sullivan said Biden 'always deferred' on pressuring Israel because the administration 'kept thinking we were close to getting a deal,' later conceding 'we should have put more pressure on Israel to take a different approach.' Senior officials say virtually everyone working Gaza policy privately believed Israel was killing more Palestinians than any legitimate objective required. We grade this PROBABLY TRUE rather than FACT because these are attributed characterizations by the officials themselves, reported in a paywalled anchor account, rather than documents; the attribution, not the underlying judgment, is what is being graded.

SOME SMOKEAs the same former officials narrate the period, a self-exculpatory framing recurs: that they tried to restrain Israel and that it was the Trump handoff that let the war expand to Iran. We flag this framing as SOME SMOKE and keep it out of the spine. It is positioning by the people who ran the policy, and it is in tension with the documented Biden-era decisions above — the red lines drawn and dropped, the humanitarian-law finding shelved, the weapons that kept flowing. The point of this flag is to keep the graded record focused on decisions the administration actually made, not on how its veterans prefer to be remembered.
Read together, these seven items document a bipartisan through-line: the unconditional posture Clusters 01 and 02 trace to religious sentiment, a security establishment, and a policy network did not switch off under a Democratic president who privately doubted the war. The red lines were his own. So was the decision not to enforce them.

Unit 8200 is the Israeli counterpart to the NSA. It conducts SIGINT, offensive cyber (broadly credited alongside NSA with Stuxnet), and the AI targeting systems reported in Gaza. Its alumni founded Check Point, Palo Alto Networks (via CTO Nir Zuk), CyberArk, NSO Group, Waze, Wix, Viber, Imperva, Cybereason, and Wiz. Google acquired Wiz for $32 billion in 2025. Palo Alto Networks acquired CyberArk for $25 billion in the same year. The Wall Street Journal covered the pipeline approvingly in 2024. In July 2026 Secretary of State Marco Rubio announced a whole-of-government campaign to dismantle the ICC ('brick by brick'), following multiple rounds of US sanctions (since EO 14203, 2025) on ICC judges, deputy prosecutors and Palestinian NGOs tied to the court's Netanyahu/Gallant arrest warrants; ICC judges have now sued the US. Netanyahu says Rubio repeatedly 'reaffirmed' Washington's intent to 'act forcefully against' the court, calling it 'a positive development' to 'echo around the world' (his sourced wording — not the viral 'promised to destroy' gloss). Graded FACT (the campaign; the sanctions; the judges' suit; Netanyahu's on-record remarks); PROBABLY TRUE (dismantling leaves no permanent court able to try individuals for atrocity crimes — the ICC is Nuremberg's permanent successor; ICJ hears only states, ad-hoc tribunals need an unvetoed UNSC vote, universal jurisdiction is patchy). The First Test Case: Washington Seeks Fergie Chambers's Extradition From Spain Over Hamas-Linked Money Laundering Charges
James Cox 'Fergie' Chambers Jr., a 41-year-old communist activist and heir to the Cox Enterprises media and telecom fortune, was arrested by Spanish National Police in Ibiza on July 10, 2026, pursuant to a sealed extradition request from the US Department of Justice. He was denied bail and remains in pretrial detention in Madrid. The sealed indictment, reviewed by The Grayzone, charges international money laundering and, per multiple outlets, conspiracy to provide material support to a foreign terrorist organization, tied to a roughly $7.5 million transfer from Chambers's US accounts to Tunisia. Chambers's family and attorney say the funds financed a Tunisian football club, humanitarian aid in Gaza, and activist legal defense. Veteran terrorism-defense attorney Stanley Cohen calls this the first known US extradition request premised on alleged Hamas-linked support. Two documented threads tie the Rothschild family to Israel's founding: Baron Edmond de Rothschild (French branch) personally financed the First Aliyah settlements from the 1880s (Rishon LeZion, Zichron Ya'akov, Rosh Pina; 30+ colonies 1880–1895; PICA acquired 125,000+ acres) — 'The Benefactor,' 'Father of the Yishuv'; and the 1917 Balfour Declaration, Britain's pledge to support a Jewish national home, was written as a letter 'Dear Lord Rothschild' to Walter Rothschild (British branch) for the Zionist Federation. The role is publicly commemorated (Tel Aviv's Rothschild Boulevard renamed Dec 1910; the Edmond de Rothschild Foundation; Ramat Hanadiv; the Rothschild Archive). Graded FACT (financing; Balfour addressee; public commemoration), PROBABLY TRUE (decisive to the settlements' survival; paternalistic patronage resented; cool toward Herzl's political Zionism). Toka: the Israeli firm that sells governments the ability to alter camera footage, and the American venture capital that funds it
Where Pegasus reads phones, Toka rewrites the visual record. Its internal pitch materials, reviewed by Haaretz in December 2022, carry the header 'Discover, Hack, Alter' and describe alteration capabilities that leave no forensic trace on the target device. Known customer states include Israel, the US, Germany, Australia, and Singapore. Marc Andreessen, whose firm led Toka's seed round, sits on Meta's board while Meta subsidiary WhatsApp is litigating against NSO Group. TechCrunch confirmed in December 2024 that Toka is actively pursuing US federal contracts. In February 2026, Haaretz reported Toka developed CARINT, a vehicle-hacking product with mic activation and dashcam access; Toka states the tool has been dropped from its 2026 roadmap.

Operation Susannah was a false-flag sabotage campaign approved at senior levels of Israeli military intelligence (Aman) and conducted by Unit 131 against US Information Service libraries and British-owned cinemas in Alexandria and Cairo. The plan was to blame the Muslim Brotherhood, poison the emerging US-Egypt relationship, and preserve the British troop presence in the Suez Canal Zone. The cell was rolled up in July 1954. Two operatives were executed, one committed suicide, others served long prison sentences. The 1960 Olshan-Dori inquiry found Defense Minister Pinhas Lavon did not authorize the operation; the true architect was Chief of Aman Benjamin Gibli. Israel officially acknowledged responsibility in 2005.
Paragon Solutions: Ehud Barak's third surveillance venture, run by a former Unit 8200 commander, now inside US immigration enforcement
Paragon Solutions is an Israeli spyware firm founded in 2019 by former Unit 8200 commander Ehud Schneorson, CEO Idan Nurick, Igor Bogudlov, Liad Avraham, and former PM Ehud Barak (board). Its product Graphite is built to access encrypted messaging apps (WhatsApp, Signal, Messenger) rather than take over a whole phone. Battery Ventures invested $5-10M in 2021; the FT reported Paragon declined an Israeli request to swap Graphite into the Saudi armoury after Pegasus hit Khashoggi's associates. Biden's EO 14093 (2023) was read as carving out room for vendors like Paragon before the government purchase was banned; the second Trump administration reversed the pause and ICE now uses Graphite (acting director Todd Lyons confirmed to Congress in April 2026). In December 2024, US PE firm AE Industrial Partners acquired Paragon (via RED Lattice) for up to $900M. In January 2025, WhatsApp disclosed a Paragon campaign against ~90 journalists and civil-society figures; Citizen Lab forensically confirmed Graphite infections and suspected deployments in Australia, Canada, Cyprus, Denmark, Israel, and Singapore. An Italian parliamentary committee (COPASIR) confirmed the Italian government used Graphite against activists Luca Casarini, Giuseppe Caccia, and David Yambio while denying it hacked journalist Francesco Cancellato; Paragon says it cut ties with Italy in Feb 2025. Who ordered the Cancellato/Pellegrino journalist targeting is graded SOME SMOKE. The Unit 8200 command lineage is why this sits on the surveillance hub alongside Toka and Carbyne.
USS Liberty: the day Israel attacked a US Navy intelligence ship, and Washington helped bury it
During the Six-Day War, the USS Liberty (AGTR-5) was attacked in international waters off the Sinai by Israeli Air Force jets and Israeli Navy motor torpedo boats. The ship was clearly marked, flew a large American flag, and was the largest intelligence-collection ship in the US Navy. 34 sailors were killed; 171 wounded. Israel says it was a case of misidentification. Every senior US official with contemporaneous knowledge who has spoken publicly (Admiral Thomas Moorer, Rear Admiral Isaac Kidd, NSA Director Marshall Carter, Ambassador Lucius Battle, and Liberty commanding officer William McGonagle among them) has said either that the attack was deliberate, that they believed it was, or that the investigation was constrained from above. The Court of Inquiry took eight days. It did not conclude on intent.
Jonathan Pollard: the largest documented US intelligence theft on behalf of a foreign ally
Jonathan Pollard was a US Navy intelligence analyst who, from June 1984 to November 1985, passed approximately 800 documents (an estimated one million pages) to handlers of LAKAM, an Israeli scientific intelligence unit under the Defense Ministry. He was arrested at the Israeli embassy in Washington after being turned away. Pollard pleaded guilty in 1986; in 1987, the sentencing judge imposed life imprisonment, citing then-Secretary of Defense Caspar Weinberger's classified damage-assessment memorandum. Pollard was paroled November 20, 2015 and moved to Israel December 30, 2020, where Netanyahu greeted him at the airport. The 1992 DC Circuit denied his sentencing appeal 2-1. The dissenter was Judge Stephen F. Williams, not Judge Ruth Bader Ginsburg, a popular misattribution the record explicitly corrects.

PROMIS and the Maxwell distribution: an intellectual-property theft, a suspect backdoor, and a media baron with intelligence ties
Inslaw's PROMIS case-management software was taken by the DOJ in 1982-83. Bankruptcy Judge George Bason (1988) and District Judge Nicholas Bua indirectly (1993) both found DOJ acted through 'trickery, fraud, and deceit,' though the appellate courts vacated on jurisdictional grounds without touching the underlying findings. The 1992 House Judiciary majority report endorsed the Inslaw account. A 1998 Court of Federal Claims settlement gave Inslaw partial compensation. The theft is FACT. The alleged backdoor allowing US or Israeli intelligence to read installed copies is SOME SMOKE, sourced largely to Michael Riconosciuto and Ari Ben-Menashe, both dismantled by the DOJ's own 1993 Bua Report and the House October Surprise Task Force. Robert Maxwell's role as international distributor is SOME SMOKE; his 1948 Czech arms role and Israeli-intelligence ties (documented by John Loftus and Mark Aarons) are PROBABLY TRUE. The Casolaro and Maxwell death theories are PURE SPECULATION.

Isn’t “Israeli influence” itself an antisemitic frame?
It becomes one when it is used to mean “Jewish influence” or to imply a hidden hand. This hub is explicit about the difference: the subject is state action by the government of Israel, named intelligence services (Mossad, IDF Unit 8200), named companies, named US officials, and the multi-decade structural alignment between US policy and Israeli strategic preference. The pattern documented is convergence, not command. American Jews as a group are not the subject of the hub, and where the record has been distorted into antisemitic memes (the 4,000-Israelis-warned hoax, most notoriously), the hub identifies those hoaxes as hoaxes.
Why start in 1917 and not in 1948?
Because the American state first put weight behind the Zionist project when Woodrow Wilson endorsed the Balfour Declaration in November 1917, three decades before the state of Israel existed. Starting the story in 1948 (with Truman’s recognition) misses the Balfour endorsement, the Mandate architecture, and the American Christian Zionist political current that made recognition politically possible. Starting in 1996 (with Clean Break) misses everything and treats a document that exploited a 79-year alignment as though it created that alignment. The Long Arc cluster is the corrective.
Is the Clean Break cluster claiming Israel decided the Iraq War?
No. What the cluster documents is a specific network of US officials (Perle, Feith, Wurmser, Libby, Wolfowitz) who authored or endorsed the 1996 Clean Break memo to a foreign government, then reached senior positions in the George W. Bush administration and were central to the 2002–2003 Iraq policymaking. Correlation is not causation, but the personnel overlap is a documented fact and the memo’s policy recommendations (regime change in Iraq specifically named) match the policy those same officials advanced in office. The graded claims are the personnel facts and the policy overlap. Whether “Israel decided” anything is graded PURE SPECULATION.
How does the 9/11 cluster keep the real reporting separate from the hoaxes?
By grading each claim family separately and by naming the hoax version alongside the graded record. The Urban Moving Systems detention is documented in the 2005 DOJ Inspector General report and the Bergen Record’s contemporaneous reporting: the graded fact is that five Israeli nationals were detained after being observed filming the towers, and that they were held for months and then deported. The hoax version says they “knew in advance.” The underlying record does not support that. Similarly, the Odigo message is a documented event; the 4,000-Israelis-warned narrative is a documented fabrication. Every 9/11-cluster entry names the hoax version and grades it separately.
What is the single most important open question for this hub?
Whether the aid architecture and the political consensus that underwrites it are conditionable. From 1948 to 2026, no US administration has succeeded in conditioning military assistance on Israeli policy for longer than one funding cycle. Every attempt (Eisenhower in 1956, Ford in 1975, Reagan in 1982, Obama in 2013–2015, Biden in 2024) was reversed. The open question is whether the political environment produced by post-October-7 Gaza policy is the first sustained reversal of that pattern, or whether the eleventh attempt collapses on the same timeline as the previous ten.
