The Gavel and the Contract

The Gavel and the Contract.
He chaired the committee that oversees America's secrets. She ran the war-services firm that lived off America's security contracts. They were married.
Mike Rogers chaired House Intelligence (2011–2015) while his wife, Kristi Clemens Rogers, ran the US arm of Aegis, a war-services contractor winning billion-dollar federal contracts. A textbook conflict of interest, documented.
We grade the conflict, not a crime: the contracts, timeline and wealth are fact; the appearance is posed as the question it forces; the 'he buried Benghazi to protect her' charge is graded speculation, with the watchdog's 'no evidence' carried.
The marriage, and where Kristi Clemens came from.
Rogers divorced his wife of 17 years in 2007 and married Kristi Clemens in 2010. Clemens had been a top press aide to L. Paul Bremer at the Coalition Provisional Authority — the body that ran the US occupation of Iraq — before moving into the private war-services industry the occupation had made enormous.
She built Aegis's American arm — from two employees to nearly a thousand.
In 2006 Clemens pitched Aegis Defence Services on a US offshoot and opened its DC office, growing Aegis LLC from two employees to ~1,000, with revenues over $120M and roughly $500M in US government contracts; CEO and president within three years, and vice chair of Aegis LLC US by 2011 — the year her husband took the Intelligence gavel. A documented corporate record.
2010: the $10 billion shortlist, and a company bio later scrubbed from the web.
In 2010 Aegis made the shortlist of eight contractors cleared to bid the State Department's Worldwide Protective Services program, worth up to $10B. A Manatt, Phelps & Phillips bio of Kristi Rogers described her leading 'a two-year pursuit and capture strategy to win a five-year, $10 billion contract' — language later scrubbed from the firm's site, quoted from the archived page.
Seven months after he took the gavel, Aegis won a billion-dollar embassy contract.
Rogers became House Intel chair on Jan 3, 2011. On July 29, 2011 — ~7 months later — State awarded Aegis LLC Task Order 10 of the WWPS program, securing the US Embassy in Kabul and other facilities; Drop Site valued it at $1.017 billion. The contract first went to ArmorGroup North America, was re-competed, and Aegis took over embassy security in June 2012. The timing is a fact, not a claim of causation.
His own disclosures: from little to steadily richer.
Rogers entered the chairmanship with few assets, then climbed: unearned income (interest, dividends) rose, the couple added at least hundreds of thousands in net worth in office and millions more after he left the House, and took two mortgages in MD and VA on non-primary residences. Caveat, stated: a member need not disclose a spouse's income, so the filings show rising household net worth, not a line-item trail from Aegis to his pocket.
The conflict of interest: the overseer and the contractor under one roof.
The question the timeline forces, posed not answered. The House Intel chair sits atop oversight of the agencies, budgets and contractors a war-services firm like Aegis depends on. For four years that chair was married to a top Aegis executive whose firm was winning and performing billion-dollar federal security contracts in conflict zones the committee's remit touched. At least the textbook appearance of a conflict. SOME SMOKE: the overlap is fully documented; what we cannot show is the gavel moving a dollar toward Aegis.
The line we will not cross: 'he slow-walked Benghazi to protect her.'
The sharpest version — that Rogers obstructed the Benghazi investigation to shield his wife and Aegis (which had Libya interests) — we do NOT assert. It comes from partisan commentators: Dick Morris ('a key force in obstructing and delaying'), Joe DiGenova ('sabotaging' the hearings), Lindsey Graham ('full of crap'). The one conservative watchdog investigator who examined the conflict, Judicial Watch's Micah Morrison, concluded the opposite: 'There is no evidence of wrong-doing by Rep. Rogers or Aegis.' Graded speculation; his words carried.
How this page is graded.
- FACT: the marriage; Kristi Rogers's CPA-to-Aegis career (2→~1,000 staff, >$120M revenue, ~$500M in federal contracts); the 2010 $10B WWPS shortlist and the scrubbed Manatt 'capture strategy' bio; the $1.017B Kabul embassy contract on July 29, 2011; the net-worth climb on his disclosures.
- SOME SMOKE: the conflict-of-interest appearance — overlap fully documented, posed as a question; no proof the gavel moved money to Aegis.
- PURE SPECULATION: that he obstructed Benghazi to protect her firm — a partisan-commentator charge; Judicial Watch's own investigator found no evidence of wrongdoing.
- Caveat: spouse income is not disclosed, so the wealth record shows household net worth, not a line-item trail from Aegis to Rogers.
Why it matters.
Conflict-of-interest rules exist because the public can't audit every official's household, so the appearance of a conflict is treated as a harm in itself. An Intelligence Committee chair whose spouse runs a billion-dollar security contractor is exactly the situation those rules are written for — not because we can prove he did anything, but because the arrangement asks the public to simply trust that he didn't. Rogers is now running for a Michigan Senate seat, which makes the record worth having straight: the conflict is real and documented; the crime is alleged by opponents and unproven.
