More or Less Half.
For three years the Salvadoran model was sold as flawless: round up the gangs, fill the mega-prison, ask no questions. Now its architect says he may free 'more or less 50%' of the people he accused.
Nayib Bukele announced El Salvador is evaluating conditional early release for up to half of those jailed as gang 'collaborators' under the state of exception (90,000+ arrested since March 2022), and acknowledged some were coerced — a confession dressed as a favor.
The statement, the scale, the sealed files, and the coercion admission graded FACT; the reading that it admits mass wrongful detention posed; the pre-election timing fenced.
'More or less 50%.'
Bukele said his government is evaluating conditional early release for 'more or less 50%' of the people imprisoned as gang collaborators under the state of exception. From the leader who made zero-tolerance mass incarceration his global brand, that number is a striking public signal that a large share of one prisoner category might be let out.
The scale: 90,000+, with the rules suspended.
Under the state of exception in force since March 2022, El Salvador has arrested 90,000+ people — one of the highest incarceration rates on earth — while suspending constitutional protections including the right to be told the charges and to prompt counsel. It crushed the gangs and made Bukele hugely popular; it also, monitors documented, swept in people on thin or no evidence. That such a dragnet could 'release half' of a category measures how indiscriminate it was.
What they were really charged with — and why you can't check.
El Faro reports most detainees were charged not with 'collaboration' but with illicit association — an elastic offense that can sweep in anyone from a lookout to a shopkeeper who paid extortion — and the case files are sealed, so the specific accusations against the tens of thousands held can't be verified. A system that criminalizes association broadly and hides the evidence is built to be unfalsifiable from outside.
The admission inside it: 'coerced.'
In floating the releases, Bukele acknowledged — for the first time, per El Faro — that thousands of detainees may have been coerced into the acts they are accused of. For three years the model's premise was that everyone inside was a gang member or collaborator, full stop. Conceding coercion concedes that premise was wrong for some unknown but large number. FACT that the acknowledgment was made; the inference that it admits mass wrongful detention is posed, since the government hasn't framed it that way.
How this page is graded.
- FACT: Bukele's statement that releases of 'more or less 50%' of accused collaborators are being evaluated; the 90,000+ arrested under the rights-suspending state of exception since March 2022; El Faro's reporting that most were charged with illicit association and that the files are sealed; and his first acknowledgment that some were coerced.
- SOME SMOKE / posed: that this is a clean admission the mass incarceration was unjust. It's an announcement (no one freed; no numbers/timeline/criteria), conditional release leaves people convicted and monitored (not exonerated), and it comes ~4 months before an election Bukele is contesting.
- NOT claimed: that anyone has been freed; that the government declared the prisoners innocent; or that the gangs' real terror or the crackdown's popularity are in doubt.
Why it matters.
Bukele's state of exception isn't a distant curiosity — it's a template being admired and borrowed. CECOT is where the US shipped deportees in 2026, and his mass incarceration is held up by American politicians as a model of order. So the walk-back matters: the model's architect is conceding, in his own cautious words, that half of one category he jailed might be released and some were coerced — while the sealed files keep the truth uncheckable. It's the 'No Foul Play' pattern in another key: a system that decides who is disposable and then closes the file.
