The Octopus.
Danny Casolaro warned that if he was ever found dead by suicide, no one should believe it. Weeks later he was in a motel bathtub, wrists cut a dozen times, his files gone. Researchers say the network he chased became Palantir.
We grade each link: what's documented fact (the PROMIS theft a judge called 'fraud and deceit'; TIA; Palantir; In-Q-Tel; a Maxwell daughter + a CIA CIO building the FBI's post-9/11 data engine), what's contested (the backdoor, the courier, the death), and where a documented pattern becomes an unproven 'one network' thesis.
The parts are real and the same names recur across 40 years; the single-coordinated-network claim is posed, not asserted. And the questions never got answered.
The warning, and the death that followed it.
Casolaro told people close to him (incl. his brother, a doctor) that he'd been threatened and that if he turned up dead — especially by apparent suicide/accident — not to believe it. Aug 10, 1991: found dead in a Martinsburg hotel bathtub, wrists cut 10–12x, ruled suicide; his Octopus files were gone from the room; body embalmed before family was told (foreclosing an independent autopsy). The warning, missing files, and embalming = FACT; murder = SOME SMOKE (no physical proof; never seriously reinvestigated).
The documented core: the PROMIS theft a judge called 'trickery, fraud and deceit.'
Inslaw's PROMIS software was taken by the DOJ in the early 1980s; in 1988 Judge George Bason ruled the DOJ 'took, converted and stole' it through 'trickery, fraud and deceit' ($6.8M award). An appellate court vacated on narrow jurisdictional grounds — explicitly not disturbing the theft finding; the 1992 House Judiciary report endorsed Inslaw; and Bason was denied reappointment and replaced by a DOJ lawyer who'd argued against Inslaw. The backdoor and the courier: contested, not proven.
The espionage claim — PROMIS fitted with a trapdoor and sold to foreign intelligence (Israel prominent), with Robert Maxwell as a key courier — is the heart of what Casolaro chased. It rests largely on sources like Ari Ben-Menashe and Gordon Thomas, was never proven in court or official review, and the US denies it. Maxwell's intelligence entanglements are real; his PROMIS-courier role is alleged. Kept apart.
The half Casolaro never reached: Palantir and the surveillance that privatized.
Poindexter (highest Reagan official convicted over Iran-Contra, later overturned) ran DARPA's Total Information Awareness post-9/11; Congress defunded it in 2003; Palantir was founded that same year, backed by the CIA's In-Q-Tel, with Karp saying the CIA was the intended client. Perle reportedly introduced Thiel/Karp to Poindexter. Nodes = FACT; the introduction = PROBABLY TRUE (reported); 'Palantir is TIA reborn' = strong inference, marked as such, not asserted.

Chiliad was co-founded by Christine Maxwell (Robert's daughter, Ghislaine's sister) and Alan C. Wade, a former CIA Chief Information Officer (~35 years at the agency). After 9/11, Chiliad's software powered the FBI's Investigative Data Warehouse — the bureau's counterterrorism system searching hundreds of millions of records from FBI, Treasury, State, DHS, and some CIA files. Precision: Chiliad supplied the software; the FBI controlled the data. A Maxwell, again, present with a career CIA technologist at the birth of the post-9/11 data-fusion engine Palantir would scale.
How this page is graded.
- FACT: the pre-death warning, missing files, hasty embalming; the PROMIS theft (Bason ruling, jurisdictional reversal, House '92, Bason removed); TIA, Palantir's 2003 founding and In-Q-Tel backing, Karp's CIA statement; Chiliad (Wade + Christine Maxwell) powering the FBI's IDW.
- PROBABLY TRUE: Perle introduced Thiel/Karp to Poindexter.
- SOME SMOKE: that Casolaro was murdered; the PROMIS backdoor sold to Israel and Maxwell's courier role; and the unified claim that this is one coordinated standing 'Octopus' with Palantir as a deliberate second tentacle — a real pattern, posed as a question, not proven.
Why it matters.
Whether or not the Octopus is one organism, the documented parts raise questions never answered: why the PROMIS fraud finding died on a technicality and the judge was removed; whether privatizing a banned surveillance program lets the state buy what it's forbidden to build; what In-Q-Tel funded Palantir to do; why a Maxwell daughter built the FBI's biggest post-9/11 database with a CIA CIO; and why a journalist who warned of his own death got no serious investigation. It sits in Who Controls What You Get to Know because it's about the machinery of knowing — and the architecture Casolaro mapped didn't disappear, it scaled into Palantir's government contracts today.
