As the Washington Post framed it, an American is likelier to be struck by lightning than to impersonate another voter at the polls. This is the cleanest single number for the rarity of the marquee 'fraud' scenario.

FACTThe Heritage Foundation built its Election Fraud Database expressly to document fraud, and it passed 1,500 cases in January 2024 (up from about 1,071 at its 2017 launch). Heritage itself describes the database as illustrative, not exhaustive, and it spans every fraud type — mail and absentee fraud, false registration, vote-buying, official misconduct, duplicate voting — across the entire history of U.S. elections, set against billions of votes. In-person impersonation is only a sliver of it. The argument's force is precisely that even a motivated conservative organization's own count is tiny. This is the 'by their own criteria' proof.

The rate is not just small; the category is routinely inflated by mislabeling mistakes as crimes.

FACTThe Justice Department's Ballot Access and Voting Integrity Initiative (2002–2007), launched under Attorney General John Ashcroft, was a sustained federal effort to find and prosecute election crime. Over five years it charged roughly 120 people and convicted 86 nationally — for all election offenses combined, not just impersonation — with virtually no evidence of organized in-person fraud, and many of those convicted had simply made honest mistakes about their eligibility. When the federal government tried hard to find fraud, it found almost none.

FALSE / MISLEADINGTrump claimed that millions of illegal votes cost him the 2016 popular vote. Fact-checkers rated the claim false — PolitiFact's 'Pants on Fire' — and a broad search for supporting evidence turned up none. The Presidential Advisory Commission on Election Integrity, which he created in 2017 expressly to substantiate the claim, disbanded in January 2018 without producing proof. The signature 'millions of illegal votes' assertion is not merely unproven; it was investigated at the president's own direction and collapsed.
Not all “fraud” is the same thing
The panic works by blurring three very different things into one scary word. Kept apart, each one is small:
- In-person impersonation — near-zero. Showing up and voting as someone else: 31 credible cases in a billion ballots. This is the crime voter-ID laws target, and it essentially does not happen.
- Mail and registration problems — rare, usually honest error. A wrong address, a form filled out for a relative, a duplicate on a list. Real but uncommon, and much of it is mistake rather than intent (Brennan).
- Noncitizens on the rolls — isolated and caught. A handful appear; existing checks flag them; essentially none cast a counted vote (Georgia's own audits). An attempt to register is not a fraudulent ballot.
We say “extremely rare,” not “zero.” The honest claim is strong enough without exaggeration — and refusing to overstate it is what keeps it from being waved away.
A cure in search of a disease
If the disease is this small, the aggressiveness of the treatment becomes the thing to explain. Proof-of-citizenship gates that could block eligible voters, mail-ballot limits, purges, and a record thousand federal poll monitors are not proportionate responses to 31 cases in a billion. That gap — between a near-nonexistent problem and a sweeping apparatus built in its name — is the premise of this hub. Questions worth taking seriously
Doesn't 'rare' still mean it happens — so isn't some security justified?
Yes, isolated cases happen, and reasonable safeguards exist and work — Georgia's checks caught every noncitizen registration attempt. The question is proportion. A rate of 0.0003%–0.0025%, with 31 impersonation cases in a billion ballots, does not justify measures that risk blocking large numbers of eligible voters. Security proportionate to a near-zero threat is one thing; a sweeping apparatus is another.
Why trust the Brennan Center — isn't it liberal?
You don't have to. The strongest number here is Heritage's own: a conservative organization that built a database to find fraud has logged only about 1,500 cases of all types across decades. Georgia's Republican Secretary of State ran the noncitizen audits. The Bush Justice Department ran the five-year dragnet. When even the actors most motivated to find fraud find almost none, the conclusion does not depend on anyone's politics.
