THEBLACKBOOK AUDIT
Investigation · Return on Investment Hub

Thiel's foreign policy.

His protégés run the offices. Palantir gets the palaces. A single venture-capital network now sits at the center of the US administration and is meeting heads of state on four continents — conducting something that increasingly looks like a private foreign policy.

Peter Thiel holds no elected office, and this is not a hidden cabal — almost all of it is on the record: confirmed appointments, official meetings, public filings, a government report. That's exactly why it belongs here. The story isn't a secret; it's the sheer concentration of one man's network across governments, in plain sight, answerable to no electorate.

Peter Thiel's Network Is Quietly Shaping Trump's Government

§1 · Summary Brief

What this page is about

Peter Thiel — PayPal co-founder, Palantir chairman, and the money behind Founders Fund — has spent a decade building a network of protégés. That network is now inside the US government: Vice President JD Vance (a Thiel mentee he bankrolled), Michael Kratsios (ex-Thiel Capital, now running White House science policy), and Jacob Helberg (former Palantir adviser, now an Under Secretary of State) are the clearest examples. Founders Fund, meanwhile, backs the three companies closest to the Pentagon: Palantir, Anduril, and SpaceX.

Simultaneously, Thiel and Palantir's CEO Alex Karp have been meeting heads of state — Argentina's Milei, Chile's Kast, Ecuador's Noboa, Japan's Takaichi — while a Founders Fund-backed bank pitches sanctioned Venezuela and a Thiel-protégé diplomat rolls out a global network of “economic security zones.” This page grades each documented piece and, carefully, the pattern they form — while refusing the “shadow president” caricature that overstates what the record shows.

What we are NOT saying
We are not claiming Thiel secretly controls the US government or any foreign government, that he gives orders behind the scenes, or that he is a literal “shadow president.” He holds no office; a meeting or a contract is not a command. What we document is concentration and access — appointments, meetings, filings, funding — and the accountability gap they create, not a proven puppet-master.
§2 · Graded Claims

The record, claim by claim

Thiel protégés hold senior positions across the US government.

FACT

JD Vance — a Thiel mentee whose Senate run Thiel bankrolled (~$15M) and who worked at Thiel's Mithril Capital — is Vice President. Michael Kratsios, former chief of staff at Thiel Capital, is US CTO and director of the White House Office of Science and Technology Policy. Jacob Helberg, a former senior adviser to Palantir CEO Alex Karp, is Under Secretary of State for economic growth. This network is documented by Bloomberg, the Washington Post, and Fortune.

A Thiel protégé's office is redirecting roughly $200 billion in federal research funding.

FACT

On July 21, 2026, Kratsios's OSTP released 'Science: A New Golden Age,' a report recommending federal research agencies operate 'like venture investors' — shifting money away from universities toward individual scientists and AI, reshaping a research budget on the order of $200 billion a year. Kratsios has denied that the White House directs specific NSF grant decisions; we state that denial. The direction of travel — public science funding steered by a Thiel-network appointee toward the network's priorities — is documented.

Thiel and Palantir have been meeting Latin American heads of state.

FACT

Argentina: Thiel met President Javier Milei at the Casa Rosada (April 23, 2026) and bought a ~$12M home in Buenos Aires. Chile: Thiel met President José Antonio Kast at La Moneda in late April; the government confirmed the meeting but declined to disclose its content. Ecuador: President Daniel Noboa met Palantir CEO Alex Karp at Davos (Jan 2026), and Palantir — already used in Ecuador's customs service — is opening an office in the country. A clear, documented pattern of the network courting the region's new right-populist governments.

A Founders Fund-backed bank is building financial rails into sanctioned Venezuela.

FACT

Erebor — co-founded by Anduril's Palmer Luckey and Palantir co-founder Joe Lonsdale, and backed by Thiel's Founders Fund — received the first new US national bank charter granted under the Trump administration (OCC conditional approval Oct 2025; final Feb 2026), focused on crypto, AI, and defense. Erebor has pitched senior Venezuelan officials on restoring their access to the US financial system via correspondent accounts, after the US Treasury issued General License 57 (April 14, 2026) authorizing certain transactions with Venezuelan state banks.

A Thiel-protégé diplomat is building a global network of 'economic security zones.'

FACT

Under Secretary of State Jacob Helberg announced a US–Philippines plan for a 4,000-acre 'economic security zone' at New Clark City — the first node in what the State Department calls the 'Pax Silica' initiative, a planned constellation of allied manufacturing sites, logistics corridors, and 'shared financial instruments' spanning partner nations. Helberg visited the site in May 2026. This is official US foreign economic policy, run by a figure who came up through Palantir.

Thiel personally courted Japan's prime minister.

FACT

On March 5, 2026, Prime Minister Sanae Takaichi received a 'courtesy call' from Thiel (as Palantir co-founder and chairman) at the Prime Minister's Office — confirmed by the Japanese government's own record. Coverage noted it fueled debate in Japan about integrating US AI military-intelligence systems into the country's national-security framework. Note: the viral 'shadow American president' label attached to this meeting traces to social media, not Japanese news reporting — the meeting is documented; that characterization is not.

Taken together, this amounts to a private network exercising state-like power beyond any electoral mandate.

PROBABLY TRUE

This is the synthesis, and we grade it as such — a fair reading of the documented pieces, not a single sourced fact. One man's network simultaneously staffs the offices that set US science, economic, and national-security policy; funds the primes that build US weapons; and meets the heads of state, banks the sanctioned governments, and designs the industrial zones abroad. Bloomberg's framing — a network 'quietly shaping' government — captures it. What elevates it past ordinary lobbying is the breadth and the fact that none of it runs through a ballot. We call it a pattern of concentrated, unaccountable influence; we do not call it a chain of command.

§3 · Record vs Narrative

Concentration in the open is the story — not a secret command

  • He holds no office, and it's not hidden. The power here runs through appointees, funding, meetings, and contracts — all documented. That's more unsettling than a conspiracy, not less: it means the concentration is legal, visible, and still almost entirely unaccountable to voters.
  • A meeting is not a marionette string. Thiel meeting Milei, or Karp meeting Noboa, shows access and ambition — not that these leaders take orders. We report the meetings and the contracts and let readers weigh the influence; we don't assert control we can't prove.
  • “Shadow president” is a label, not a finding. The phrase went viral around the Japan visit but traces to social media, not reporting. The documented reality — protégés in the cabinet, a private foreign policy taking shape — is strong enough that it doesn't need the hyperbole, which only hands critics an easy dismissal.
§4 · Why It Matters

One network, at both ends of the deal

This is the flagship of the Return on Investment hub — the ledger of what individual billionaires get for their money — because the same network increasingly sits on both sides of the public-private line: Thiel-tied appointees set the policy and steer the funding, while Thiel-tied companies — Palantir, Anduril, SpaceX, Erebor — are the counterparties who win the work, at home and abroad. It cross-links to Surveillance State(s) (Palantir is the entity in nearly every foreign meeting) and Military Grift (Founders Fund and the defense primes). This is the anchor of that thread; as the network's footprint grows, so will the map.

§5 · FAQ

Questions worth taking seriously

Is Peter Thiel secretly running the government?

No — and we don't claim it. He holds no office. What's documented is that people he mentored and funded hold senior posts, that companies he backs win major government work, and that he and Palantir meet heads of state. That's concentrated, largely unaccountable influence in the open — not a proven secret command structure. The distinction matters, and we hold it.

Did Japanese media really call him a 'shadow president'?

Not that we could verify. The meeting with PM Takaichi is documented by the Japanese government itself, but the “shadow American president” phrasing traces to social media, not Japanese news reporting. We include the meeting as fact and flag the label as an unverified characterization.

Isn't a venture capitalist meeting foreign leaders totally normal?

Some of it is ordinary business development. What's notable is the combination: the same network that meets these governments abroad also holds the US offices that shape policy toward them, and owns the companies (Palantir, Erebor) that then contract with them. Normal alone; unusual stacked together — which is why we document the stack.
