Informal notification = approved and moving, before formal notification and the review window; not yet delivered. Among the largest single transfers of US heavy air-to-ground munitions to Israel in years.
40,000 two-thousand-pound bombs + 20,000 bunker-buster penetrators.
Per the congressional briefing and reporting: 40,000 2,000-lb (907 kg) bombs — 20,000 MK-84 general-purpose + 20,000 BLU-117 — plus 20,000 I-2000 penetrator warheads built to punch through concrete and earth to buried targets. The 2,000-lb bomb is the heaviest air-dropped munition in routine use; one of the largest single orders of it in recent years.
US taxpayers pay for it — Israel buys American bombs with American aid.
The Washington Post reported (via a US official) that US taxpayers foot the bill. Standard mechanism: under the 2016 ten-year MOU, Israel gets ~$3.8B/yr in US Foreign Military Financing — grant money it must spend largely on US-made weapons. So public money goes out as aid and back to American arms makers. 'The US gave Israel money to buy US bombs' is the literal funding path.
It extends a 2026 surge: ~$6.67B in January, ~$2.7B in February.
Not a one-off. AP: the administration approved ~$6.67B in arms sales to Israel in January 2026. NYT: in February it agreed to ~$2.7B in munitions, including ~35,000 MK-84/BLU-117 one-ton bombs. The September $2.8B package stacks on top — the heavy-bomb pipeline ran continuously through 2026.
These are the munitions documented killing civilians in Gaza — even in the 'safe' zones.
The MK-84's lethal fragmentation radius is reported ~180m; it can flatten an apartment block. ~90% of Israel's early-war munitions in Gaza were 1,000/2,000-lb satellite-guided bombs (Explosive Weapons Monitor). A NYT visual investigation found Israel repeatedly dropped 2,000-lb bombs in the very areas of southern Gaza it told civilians to evacuate to. The bombs in this sale are the same class, same makers.
The child toll is documented — a UN inquiry calls its scale 'unparalleled.'
The UN Commission of Inquiry found 'the overwhelming scale and rate of children killed and injured in Gaza have been unparalleled across modern conflicts globally.' Gaza health-ministry tolls — treated as broadly reliable by UN agencies — run to the tens of thousands, a large share women and children. Whatever one's view of the war's aims, the child toll is not in serious dispute. That's the setting for 40,000 more heavy bombs.
Israel's own doctrine set an acceptable civilian death ratio: ~15–20 per junior militant, 100+ for a commander.
+972 Magazine / Local Call (April 2024), six IDF intelligence officers: the 'Lavender' system marked suspected militants, and early in the war the army authorized killing up to 15–20 civilians per junior operative — 'over 100' for a senior commander — where before it authorized none for low-rankers; junior targets were hit with unguided 'dumb' bombs. The Guardian reported it; the IDF disputes it was policy. Reporting = FACT; the pre-authorized ratio = PROBABLY TRUE, attributed. It's a doctrine about airstrikes — the use these bombs are for — that treats mass civilian death as acceptable-by-design, not incidental.
US and UK surgeons testified: children arriving with precise sniper wounds, in day-by-day patterns.
Named surgeons, on the record. Dr. Mark Perlmutter (Jewish-American, a lifelong believer in Israel) and Dr. Feroze Sidhwa treated children with gunshot wounds to head and chest; Perlmutter, France 24: he saw two children each shot twice — 'no child gets shot twice by mistake.' Oxford's Prof. Nick Maynard (NPR, Channel 4, Telegraph): doctors saw 'a clustering of different body parts injured on different days' — heads one day, legs or genitals another. The wounds observed and described = FACT; the deliberate-targeting conclusion = PROBABLY TRUE (multiple independent expert witnesses, no court finding, IDF denies). Ground shootings, distinct from the air-dropped bombs — but the same military's conduct.
The administration's case — and what it doesn't answer.
Official framing: a routine govt-to-govt sale to an ally, restocking munitions and deterring Iran/Hezbollah; Israel blames Hamas for embedding among civilians. Real arguments, stated without caricature. What they don't rebut: the munitions' lethal radius, the NYT finding of bombs dropped in declared safe zones, the UN child-toll finding, and that the US public funds the purchase. 'Deterrence' describes intent, not where 40,000 heavy bombs land.
