The House voted to cut federal money from any college that boycotts Israel — a bill written by a Republican and a Democrat, passed with 33 Democrats crossing the aisle to make it bipartisan.

The 'nonexpressive commercial boycott' wording is the drafters' deliberate bid to frame the banned conduct as commerce, not speech, to survive the First Amendment. Critics say threatening a university's whole federal budget will chill BDS advocacy and campus speech (courts have struck some anti-boycott laws as compelled speech); sponsors say it stops taxpayer-funded discrimination and protects Jewish students. The constitutional question is genuinely open.
