Information control isn't one act; it's an apparatus with layers. Fence the research, own the news, destroy the archive, classify the record, and punish the messenger — and you shape not just opinion but the baseline of established fact.

Each layer is documented and graded case by case; whoever owns the archive owns the argument.

Layer one — the enclosure of research: a private gate on established fact.

Robert Maxwell's Pergamon (1951) built the modern paywall on science; Elsevier now runs ~37% margins on research the public funded and academics wrote and reviewed for free; Aaron Swartz was charged with 13 CFAA felonies (up to 35 years) for trying to open it and died in 2013; Sci-Hub pirates it. Control the archive of research and you control the baseline everyone else argues from.

Layer two — destroying the archive to feed the machine: Project Panama.

Anthropic's 'Project Panama' destructively scanned millions of purchased print books to build an AI training corpus (training ruled fair use; the ~7M pirated books were the infringing part, settled for ~$1.5B). The printed commons pulped and re-enclosed inside a private, metered model — reported straight here despite Anthropic making the assistant used to build this site (disclosed).

Layer three — owning the news: the media record.

The same logic runs through who owns the outlets: Maxwell added Macmillan and the textbooks; the modern record covers consolidation, the Ellison press, and the illusion of independent local news. The Media Ownership hub tracks this layer in full; here it's one face of the larger apparatus.

Layer four — classify and withhold: the state's stamp.

Government can simply keep the record from you. The 9/11 Saudi files — the FBI's 2017 finding that a key figure was a Saudi spy, kept classified until 2022; the videos and phone records never shared with investigators or the families — are the case study in official secrecy deciding what the public gets to know about its own worst day.

Layer five — punish the messenger: the price of carrying inconvenient knowledge.

At the far edge, control means silencing the people who hold the knowledge. That is the Dangerous Knowledge record — killed journalists like Jamal Khashoggi and those killed in Gaza, dead whistleblowers like Boeing's John Barnett — graded case by case. When enclosure, ownership, and secrecy fail, this is the enforcement of last resort.

• ATTRIBUTED: profit-margin framing (to reporting) and any claim of intent behind a death or a classification — graded on each piece, not asserted hub-wide.
• NOT claimed: a single hidden hand coordinating all five layers. This is a pattern of control, documented layer by layer — not a unified conspiracy.
