The Fact Finder.
Sen. Jon Husted was in the room for the pivotal moments of Ohio's largest corruption scandal — the dinner, the regulator's selection, the bailout texts, the dark money. He has never been charged with anything. This is the space between those two facts, graded exactly.
Congressional Watch spoke #1. Ohio's HB6 scandal is PROVEN, not alleged: FirstEnergy funneled ~$60M through dark money to pass a ~$1.3B bailout; Speaker Householder got 20 years; FirstEnergy signed a $230M deferred-prosecution deal admitting it bribed officials, incl. $4.3M to the man who became Ohio's top utility regulator. The only open question was who else was in it — and now-U.S. Senator Jon Husted (R-OH) keeps turning up at the edges: the Dec 2018 dinner the execs left to see the regulator, his role vetting that regulatory seat, a FirstEnergy text that 'JH is working on the 10 years,' a calendar with the signing day blacked out, and a decade of FirstEnergy-linked dark money. Every connection is documented FACT; whether he was IN on it is not established — SOME SMOKE, posed.
GRADING. FACT (proven scandal): ~$60M bribe via Generation Now; Householder convicted + 20yr (Jun 2023, upheld, SCOTUS declined Apr 2026); Borges 5yr; FirstEnergy $230M DPA (Jul 2021, admitted honest-services wire fraud); Randazzo PUCO chair after a $4.3M payment FE admitted was a bribe (indicted; died Apr 2024). FACT (Husted connections): Dec 18 2018 Athletic Club dinner w/ CEO Jones + SVP Dowling (execs then drove to Randazzo's); his sworn 'fact finder' role vetting PUCO-chair candidates; Jul 1 2019 Dowling->Jones text 'JH is working on the 10 years' (FE wanted 10, bill was 7); 2019 calendar — Randazzo mtg 2 days before HB6 introduced, 8+ undisclosed HB6 mtgs, July 23 signing-day entries blacked out; dark money ($1M Freedom Frontier 2017; ~$4M around the 2018 ticket; ~$2M in 2026 to pro-Husted super PACs from once-FE-funded 501c4s). SOME SMOKE/posed: that he KNEW/participated/benefited by design — no charge/indictment/accusation (FactCheck); Benza 'the appearance of it, but no smoking gun'; dark money INDIRECT (benefit != quid pro quo); texts were execs ABOUT him. FENCES: presumption of innocence + not-charged up top; denials carried ('advocating for saving the two nuclear power plants,' 'no vote, nor the capacity to sign bills'; spox 'baseless lies'); the execs who allegedly PAID weren't convicted (hung jury Mar 31 2026; retrial + federal racketeering pending); lands days before the Nov 3 2026 Husted-Brown election, amplifier = Ohio Dem Party — grade facts not timing, bipartisan by design; 'Golden Boy' = attributed to a now-dead co-conspirator; '90 min'/'200-page dossier' reported/unverified.
The scandal he's adjacent to isn't alleged — it's convicted.
FirstEnergy funneled ~$60M through the 'Generation Now' dark-money group to pass HB6, a ~$1.3B bailout of its plants. Speaker Larry Householder: convicted of racketeering, 20 years (Jun 2023; upheld; SCOTUS declined Apr 2026). Ex-Ohio GOP chair Matt Borges: 5 years. FirstEnergy signed a $230M deferred-prosecution agreement (Jul 2021) admitting honest-services wire fraud — and admitting a $4.3M payment to Sam Randazzo before he became PUCO chairman. Randazzo was indicted and died by apparent suicide (Apr 2024). The bribery is established fact; this page asks only about its edges.
The dinner: he was at the table the executives left to go see the regulator.
Dec 18, 2018, weeks after the election: Husted and Gov-elect DeWine dined at the Athletic Club of Columbus with FirstEnergy CEO Chuck Jones and SVP Michael Dowling. It's pivotal to the execs' prosecution because, immediately after, Jones and Dowling drove ~10 minutes to the home of Sam Randazzo — soon to get the regulatory job. Testifying Mar 2026, Husted said he didn't organize it, recalled little, thought it was a courtesy, and didn't know the execs went to Randazzo's after. His presence and what followed = FACT; his account of the meaning = his testimony. (The '90-minute' length is unverified; we don't assert it.)
The fact finder: he vetted candidates for the exact seat the bribe bought.
By his own sworn account, Husted was DeWine's 'fact finder,' tasked with learning about candidates to chair the PUCO — the seat Randazzo got after FirstEnergy's $4.3M payment. Husted testified FirstEnergy pushed a different candidate (a Columbus attorney), not Randazzo, and that the company's preference didn't sway the pick. His role = FACT. Carried as reported-but-contested: OCJ reporting describes a nearly 200-page dossier (to Husted and DeWine, pre-appointment) flagging Randazzo's 'opaque, undisclosed financial ties to FirstEnergy' — which, if accurate, sits awkwardly beside his 'unaware' testimony. Attributed to the reporting; not proof he read or acted on it.
The bailout: 'JH is working on the 10 years' — and his calendar backs the proximity.
Jul 1, 2019: FirstEnergy's Dowling texted CEO Jones, 'Just had a long convo with JHusted just now. All is well. JH is working on the 10 years. He's afraid it's going to end up being 8.' The 'ten years' = the nuclear-subsidy length FE wanted in HB6 (the bill set 7). A contemporaneous message from the bribe-payers describing Husted as working their ask. His calendar corroborates: a Randazzo meeting 2 days before HB6 was introduced, 8+ undisclosed 2019 HB6 meetings, and every entry for the July 23 signing day blacked out. Husted called his HB6 role 'none,' then 'advocating for saving the two nuclear power plants.' Text + calendar = FACT; characterization contested. (Late lobbyist Neil Clark's 'Golden Boy' = attributed to a dead co-conspirator, carried as that only.)
The money: FirstEnergy-linked dark money has flowed toward Husted for a decade.
Documented dollars, indirect routing. 2017: FirstEnergy gave $1M to Freedom Frontier, which spent $1M+ boosting Husted's gubernatorial primary bid. Around the 2018 DeWine-Husted ticket: ~$4M more through dark-money nonprofits. 2026 Senate cycle: pro-Husted super PACs took ~$2M from 501(c)(4)s FirstEnergy had once secretly funded. Every figure sourced. FENCE: the money moved through intermediary nonprofits built to obscure the giver — not a direct FE-to-Husted check or a demonstrated exchange for official action. Amounts + routing = FACT; quid pro quo = not established — which is exactly how the dark-money system is built to leave it.
The line we hold.
- FACT: HB6 is a PROVEN scheme — ~$60M FirstEnergy bribe; Householder 20yr; FirstEnergy $230M deferred-prosecution deal (admitted honest-services wire fraud); Randazzo PUCO chair after a $4.3M payment FE admitted was a bribe.
- FACT (Husted's proximity): the Dec 18 2018 dinner the execs left to drive to Randazzo's; his sworn 'fact finder' role vetting that PUCO seat; the Jul 1 2019 'JH is working on the 10 years' text; a 2019 calendar with a Randazzo meeting 2 days before HB6 + 8 undisclosed HB6 meetings + the signing day blacked out; a decade of FirstEnergy-linked dark money benefiting him.
- SOME SMOKE / POSED (cover): that he KNEW of / participated in / benefited by design from the bribery. No charge, no indictment, no accusation (FactCheck). Law prof Benza: 'the appearance of it, but there's no smoking gun.' Dark money was INDIRECT (benefit != quid pro quo); the damning texts were execs ABOUT him, not from him.
- FENCES: presumption of innocence + not-charged carried up top; his denials carried ('advocating for saving the two nuclear power plants,' 'no vote, nor the capacity to sign bills'; spox 'baseless lies'). The execs who allegedly PAID the bribe were NOT convicted — hung jury Mar 31 2026, retrial planned, federal racketeering pending.
- TIMING FENCE: published days before the Nov 3 2026 Husted-Brown special election; the loudest amplifier is the Ohio Democratic Party (partisan). We grade facts not the calendar; Congressional Watch is bipartisan by design — same ledger for a Democrat. The underlying facts are years old, from court records and FirstEnergy's own messages.
Why it matters.
The deeper story isn't one senator — it's a machine built so questions like this CAN'T be answered. A utility wanted a billion-dollar bailout; it got one by moving tens of millions through dark-money groups whose whole purpose is to sever the visible link between giver and getter. A company that admitted bribery paid a fine and kept operating while a Speaker went to prison — the classic too-big-to-jail split. And the officials who advocated for the law the bribes bought can stand in the documented center of it all and still, truthfully, say no one ever proved they were paid for it. That's not a loophole; it's the system working as designed. This is the first entry in Congressional Watch, and it sets the rule: there's a large space between 'convicted' and 'clean,' most of public life happens inside it, and treating 'not charged' as 'nothing to see' lets the design of the system do the exonerating. So we map the documented proximity, grade each piece exactly, and refuse to round up — we don't say Husted is guilty (the evidence doesn't support it), and we don't say the proximity is meaningless (it's unusually dense and factual). The graded ledger is the whole point: how much is proven, how much is posed, where the line runs — so a reader can weigh it instead of picking a team.
Help us fill these lines.
- OpenThe retrial: the state plans to re-prosecute Jones and Dowling after the March 2026 hung jury; whatever surfaces there (and in the pending federal racketeering case) is the next read on whether the 'JH' in the texts ever becomes more than proximity.
- OpenThe redactions: what the blacked-out July 23, 2019 calendar entries and the unreleased parts of Husted's schedule actually contain — the difference between an innocent gap and a hidden one.
- OpenThe 200-page PUCO vetting dossier: whether the reported warning about Randazzo's FirstEnergy ties was in fact before Husted, and whether he read or acted on it — the one document that would move his 'unaware' testimony.
