The record, claim by claim
Energy: the new demand is loading tens of billions into power markets — and the rules make all ratepayers pay.
FACTData centers are the biggest new source of electricity demand in a generation, and how that cost is allocated is a policy choice most residents never see. PJM's independent market monitor documented about $13 billion in costs from data-center load additions distributed across the region's ratepayers in the first quarter of 2026 alone. Utilities are spending tens of billions more on transmission to serve them. Projections vary but point up: a 2026 study from NC State, Carnegie Mellon, and others modeled demand-weighted wholesale prices rising 6–29% nationally, and as much as 57% in the hardest-hit regions, by 2030; an earlier Virginia analysis found rates could climb up to 70% over a decade without new generation. The honest limit, carried plainly: economists at Rutgers and reporting from Marketplace find that, for now, data centers have not yet produced a large, detectable jump in most residential bills — in a few places they even lowered them short-term. The cost-shift mechanism is real and documented; how much of it lands on your bill, and when, is the emerging fight.

Water: cooling the servers can drain local supply — and the industry has downplayed it.

Noise: the round-the-clock hum has driven neighbors to lawsuits — and it travels to wildlife too.
FACTA data center's cooling fans, chillers, and ventilation run 24/7, producing a constant low-frequency hum that travels farther than higher-pitched sound and penetrates walls, windows, and insulation. It is not a nuisance in the abstract: residents of Vineland, New Jersey filed a class action over the 'constant humming' from a new AI data center, and neighbors of xAI's Memphis operation sued over noise from the facility and its power plant, alleging a diminished quality of life. Reported effects on people include sleep disruption, headaches, and stress; low-frequency industrial noise is also known to disrupt animal communication and movement. And because continuous industrial noise fits poorly into existing regulations, facilities are often approved without a hard look at long-term noise exposure. We grade the lawsuits and complaints as fact; the specific health and wildlife effects are well-supported but vary by site and distance.
PFAS: the AI boom is driving a surge in 'forever chemicals' — in the cooling fluid and in the chips themselves.
FACTThis is the newest and least-disclosed cost. PFAS — 'forever chemicals' that persist indefinitely in the environment and the human body — are increasingly central to the AI stack. In 'two-phase immersion cooling,' servers are submerged in a pool of PFAS fluid with a low boiling point that carries heat away as it boils; and PFAS are integral to as many as 1,000 distinct steps in manufacturing the semiconductors these systems run on. Producers are expanding to meet the demand: Japan's Daikin plans to more than triple its fluoropolymer capacity, and France's Arkema is building a $60 million PFAS-related unit in Kentucky. The health record on PFAS is not in dispute — exposure is linked to several cancers, liver damage, immune suppression, and developmental problems in children. The scale claim is the campaigners': the Swedish chemicals watchdog ChemSec warns of a 'tidal wave' of new PFAS output that could sweep aside the partial restrictions some governments have enacted. We grade the uses, the production expansions, and the health science as fact, and attribute the 'tidal wave' magnitude to ChemSec as the warning it is.
The through-line: these costs are socialized onto residents — and the rules meant to catch them lag the build-out.
PROBABLY TRUEPut the four together and a pattern emerges that is really about who decides and who pays. The electricity cost-shift is set by ratemaking rules most residents never participate in; noise from continuous industrial equipment falls through regulatory frameworks written for other kinds of sound; PFAS production is expanding faster than the partial restrictions meant to limit it; and water draws are approved without the host community weighing what it's giving up. None of this requires a conspiracy — it's the ordinary result of a fast, capital-heavy build-out meeting slow, fragmented local rules. But the effect is consistent: the benefits (the servers, the revenue, the AI) are captured by the companies and their customers, while a real and under-disclosed set of costs is left with the people who live nearby. That's the tradeoff that isn't in the brochure, and it's probably true across the pattern even where any single harm is still being measured.

Where the evidence is strong, and where it stops
- The cost-shift is documented. PJM's own monitor put ~$13B of data-center-driven cost onto ratepayers in one quarter; the question is how much reaches residential bills, not whether the mechanism is real.

The AI boom's bill lands on people who never got a vote on it
The AI industry describes its build-out in the language of inevitability and national greatness. But every data center is a physical thing in a specific place, and the gap between the corporate benefit and the local cost is exactly what puts this in Looting the American Public. So has the data center already raised my electric bill or not?
In most places, not yet in a large, detectable way — and we say so plainly. What's documented is the mechanism: enormous new demand is loading tens of billions into regional power markets (PJM's monitor logged ~$13B in a single quarter), and in most states the rules spread that cost across all ratepayers rather than charging it to the data center. Projections for 2030 range from single digits to over 50% in the hardest-hit regions. So it's an emerging cost with a real mechanism, not a spike that's already hit everyone. The honest answer is “the pipe is filling,” not “your bill already doubled.”
Is the PFAS thing real or just an environmental scare?
The uses are real and documented: two-phase immersion cooling literally boils servers in PFAS fluid, and PFAS are used across hundreds of steps in chip manufacturing — and producers like Daikin and Arkema are expanding capacity to meet AI demand. PFAS health harms (cancers, liver and immune effects, developmental harm) are well established. What's a projection, not a measurement, is the “tidal wave” framing — that comes from the watchdog ChemSec warning about where expanding production leads. We treat the uses and health science as fact and the scale as the warning it is.
