Polymarket: Cantor, Palantir, and the PROMIS lineage
A prediction-market platform, a $2.4M wallet cluster, and a surveillance-tech ancestry
Polymarket is not a clean-slate startup: its personnel, funding, and lineage run through the same 2003-era DARPA prediction-market and surveillance network — but that overlap is a graded pattern, not a proven single operation.
Each throughline is documented and graded on its own. The unified 'one coordinated intelligence operation' reading we carry as SOME SMOKE, tracked openly, never laundered into fact.
The record, in order.
Howard Lutnick's Cantor Fitzgerald has spent two decades trying to build event-outcome derivatives on the U.S. financial system — and Cantor's derivatives specialist now runs market expansion at Polymarket.
Cantor bought the Hollywood Stock Exchange in 2001; won CFTC approval for box-office futures in April 2010; Dodd-Frank killed them months later. Rich Jaycobs, who ran that program, is now Polymarket's Head of Market Expansion. Lutnick is sitting Commerce Secretary.
The direct ancestor of the modern regulated U.S. prediction market was DARPA's Policy Analysis Market — a program that would have let traders buy contracts on Middle East assassinations.
Announced 2003, branded the 'Terrorism Futures Market' by Senators Wyden and Dorgan, killed July 29, 2003. Architected by economist Robin Hanson; housed in the Information Awareness Office under Iran-Contra convict John Poindexter — the same office as Total Information Awareness.
Palantir took CIA money as its first outside investor with Poindexter as an informal advisor; Facebook launched the day DARPA killed LifeLog. The timing, personnel, and funding paths are documented — the 'Palantir IS TIA, Facebook IS LifeLog' succession is not.
Palantir incorporated May 2003 as IAO rebranded TIA; In-Q-Tel wrote its first outside check and the CIA was its sole client until 2008; Thiel became Facebook's first outside investor months after its Feb 4, 2004 launch. Direct succession requires internal records we haven't seen.
The network it grew out of.
- The scrubbed prehistory: before Polymarket, founder Shayne Coplan ran TokenUnion, which partnered with Bancor — co-founded by Netanyahu's niece and nephew, one arriving from Thiel's Founders Fund. Coplan emailed PAM architect Robin Hanson in 2019 wanting to 'bring prediction markets to life.'
- The Rothschild / Economist coincidence: Lynn Forester de Rothschild's interests bought 26.9% of the Economist Group in 2003 — the same year its Economist Intelligence Unit was a DARPA PAM analytical partner. That magazine now runs an ongoing 'Polymarket Prediction' feature.
- The 2022 predecessors: Whitney Webb's One Nation Under Blackmail documents Christine Maxwell's In-Q-Tel-funded Chiliad and Epstein-funded Carbyne911 — same data-analytics / pre-crime sector, no proven operational link to Polymarket itself.
A cluster of nine Polymarket wallets earned about $2.4 million at a 98% win rate on bets tied to U.S. military operations against Iran — including a contract on killing Ayatollah Khamenei.
Bubblemaps (via Cointelegraph, July 1, 2026) traced wallets funded through centralized exchanges in a tight window, with small losing bets placed eight days before the Feb 28 strike — a pattern its CEO called 'symptomatic of someone with an unfair informational advantage.' Polymarket did not respond on the record.
The insider-trading concern is no longer hypothetical — it has produced arrests and indictments on two continents.
A U.S. Special Forces soldier was charged over ~$400K in Venezuela-raid bets placed before the operation was public. In Israel, Air Force members were indicted over Iran-strike-timing bets — one crewmember telling interrogators 'the entire air force is betting.'
Who owns it, and who profits.
- The Trump-family exposure: Donald Trump Jr. advises both Polymarket and rival Kalshi, and his 1789 Capital is a disclosed Polymarket investor — a sitting president's son holding equity and advisory positions in the top platform betting on his father's administration's military and election outcomes.
- The ICE reframe: Intercontinental Exchange, the NYSE's owner, put up to $2B into Polymarket in Oct 2025 (~$8–9B valuation) explicitly to distribute its price data — reframing the informed/insider trading not as a bug but as the product an exchange pays billions to sell.
- The concentration: 0.1% of accounts capture ~67% of all profits, 70%+ of users lose, and long-shot military-action bets pay off 52% of the time versus 14% for all bets — a war-outcome hit rate more consistent with informed money than luck.
Who decides what happened isn't a neutral referee — Polymarket resolves outcomes through a token-holder vote that has already been contested.
Resolution runs through UMA's 'optimistic oracle,' where token holders vote and can dispute results. A Russo-Ukrainian war market saw a disputed ISW map advance appear and vanish as it closed. The specific 'nine wallets / $31M control the oracle' figure we have NOT verified and do not assert.
Why it matters now.
A regulated market that lets people bet on assassinations and military strikes — owned in part by the NYSE's parent, advised by the president's son, and populated by insiders who keep winning — is not a novelty betting site. It is where surveillance-state lineage, self-dealing, and war profit meet one order book. We grade each thread on its own and refuse to call the pattern a proven operation.
