We are not saying the Sazan Island deal is illegal. The strategic-investor designation was granted through Albania's own statutory process. What is documented is that the same committee that granted it is chaired by the prime minister publicly courting the Trump family's business, and that Albania's own prosecutor is now investigating a prerequisite step in the land's reclassification.
We are not saying the named Albanian officials or brokers on this deal have a documented tie to Jeffrey Epstein or his network. That claim exists in regional commentary and opposition rhetoric about the island's low-regulation-enclave framing, not in any primary-source record we have found. We grade it SOME SMOKE and no higher.
We are not saying Saudi Arabia's Public Investment Fund directed the Albania deal specifically. What is documented is that PIF is Affinity Partners' largest disclosed institutional backer, and that Affinity is the vehicle behind both the Sazan Island and the collapsed Belgrade projects.
Sazan Island is the surviving half of a two-country Kushner-Balkans pattern; Belgrade is the half that collapsed.
Affinity Partners has pursued the same basic structure in two Balkan countries: a 99-year-plus lease or strategic-investor designation, granted by a government eager for foreign capital, on land that required a special legal carve-out to develop. Belgrade got there first and collapsed. Sazan Island got there second and is still standing, which is exactly why the comparison matters.
In Serbia, the vehicle was Trump Tower Belgrade, planned for the site of the bombed former Yugoslav military headquarters. Serbian prosecutors indicted officials connected to the project's legal groundwork, and Kushner's side walked away in December 2025. In Albania, the vehicle is Atlantic Incubation Partners LLC, the land is Sazan Island and the adjoining Vjosa-Narta wetland, and the prime minister granting the designation, Edi Rama, has spoken publicly and favorably about his relationship with the Trump family.
The capital behind both projects traces to the same place: Saudi Arabia's Public Investment Fund, which committed $2 billion to Affinity Partners in 2022 over its own screening panel's objections. That fact, documented by contemporary reporting and pursued by two congressional oversight letters, is the financial spine connecting a former senior White House official's post-government fund to a foreign sovereign wealth fund controlled by a head of state the same official dealt with in office.
None of this requires an Epstein connection to be a story. The pattern of the president's son-in-law converting a White House rolodex into foreign sovereign capital, then deploying that capital into deals requiring a friendly head-of-government to grant land-use exceptions, is documented on its own terms. Where this page is careful is on the Epstein-orbit political-figures claim raised in regional commentary. That claim is not yet backed by a primary source, and it is graded accordingly.

The Sazan Island deal itself is on the record through Reuters' direct review of the Albanian Strategic Investment Committee's written decision. The 2026 protest wave and the SPAK criminal probe are covered by multiple independent international outlets covering different angles of the same set of facts.
What the record does not yet establish is any primary-source link between the Sazan Island deal's political brokers and prior Epstein-network reporting from the region. Regional press and Albanian opposition figures have raised a low-regulation-enclave framing for the island, questioning whether the project is designed to operate with reduced Albanian sovereign oversight over its finances, governance, and residency rules.
